This document is a specification attachment for a janitorial services contract issued by the State of Utah Division of Facilities Construction and Management (DFCM) for the Logan Workforce Services facility located at 180 North 100 West, Logan, Utah 84321. The contract (SB27000) is a three-year award limited to contractors who have been prequalified under DFCM's Stage I Prequalification for Janitorial Contractors and appear on the current DFCM Prequalified Janitorial Contractors list. The specifications establish minimum cleaning standards and operational requirements that contractors must maintain throughout the contract term, with monthly inspections conducted by DFCM or authorized representatives to verify compliance with acceptable cleanliness standards set by the occupying agency.
The specifications impose comprehensive requirements regarding employee security clearance, including national, state, and local fingerprint background checks, E-Verify employment authorization confirmation, and Utah criminal history records review. Contractors must furnish all labor, tools, equipment, and cleaning products unless otherwise specified, with all chemicals requiring DFCM written approval at least fifteen days prior to use and accompanying Safety Data Sheets maintained on-site. Equipment restrictions include commercial-grade vacuums and buffers, noise limitations of 67 decibels during 6:00 a.m. to 6:00 p.m. operating hours, and walk-behind floor scrubbers for stone floors with on-site carpet extractors. Additional requirements include employee uniforms identifying the contractor, prohibition of visitors during work hours, safety compliance with OSHA standards and Bloodborne Pathogens protocols, monthly timecard submission with invoices to dfcmap@utah.gov, and contractor responsibility for access card/key management with costs for replacements and rekeying due to lost or stolen keys charged to the contractor.
