About this file

This is a cost proposal form for grounds maintenance services issued by the Utah Division of Facilities Construction and Management (DFCM) for the Price Department of Natural Resources and Public Safety. The invitation to bid seeks grounds maintenance, landscaping, and lawn care services for a three-year contract term. The scope of work encompasses six standard grounds service specifications: spring clean-up and preparation, fall clean-up and preparation, fertilization, routine year-round grounds maintenance, annual flower planting, and sprinkler repair. Contractors must submit pricing for each service line item using either hourly rates, lump sum fees, percentage-based fees, or weekly fees, depending on the service type. The cost proposal form requires contractors to complete all designated yellow cells and provide pricing for each contract year separately, with costs averaged annually for evaluation purposes.

Cost proposals will be evaluated through a ranking system where each service line item is scored against competing bids using a 10% spread between rankings, with the lowest-cost bidder receiving the maximum points for each item. The point allocation structure assigns 20 points each to past performance rating, spring clean-up and preparation, and fall clean-up and preparation; 8 points to routine grounds maintenance including year-round services; and 4 points each to fertilization, annual flower planting, and sprinkler repair. Contractors must provide either hourly rates or fee-based pricing for each service category, but not both, and may include cost-plus-fee arrangements where only the markup percentage is specified. The contract award is structured as a three-year agreement with the Reference Number SB26019.

Evaluation of Cost Proposals
For each year the cost proposed for each service line item will be averaged to provide one cost. Each service line item will be ranked against other bidding contractors (1,2,3,etc.). For each service line item, the contractor ranked '1' will receive the maximum points for that item. All other contractors will be assigned points with a 10% spread between rankings. Example: The maximum point value for service line item #1 is 20 points. The contractor with the lowest hourly rate will receive a ranking of '1' for that line item and will receive 20 points. The contractor with the second lowest bid will be ranked '2' and will receive 90% of the possible 20 points for that line item, etc. The point values for each service line item are provided below.
