About this file

This is a cost proposal form for grounds maintenance services issued by the State of Utah Division of Facilities Construction and Management (DFCM) for the Price Department of Natural Resources and Public Safety. The solicitation seeks bids for a comprehensive three-year grounds maintenance contract covering routine grounds maintenance with year-round services, spring and fall clean-up and preparation, fertilization applications, annual flower planting, and sprinkler repair services. Contractors must complete all yellow cells in the cost proposal form and may submit pricing using hourly rates, weekly fees, lump sum fees, or percentage-based fees depending on the service line item. The contract encompasses six main service categories as detailed in the Grounds Maintenance Scope of Work, with pricing required for each year of the three-year contract term.

Cost evaluation will be conducted annually, with each service line item's proposed cost averaged and ranked against competing bids. The scoring methodology employs a tiered point system where the lowest bidder receives maximum points for each line item, and competing contractors receive points based on a 10% spread between rankings. Service line items are weighted as follows: Past Performance Rating (20 points), Spring Clean-up and Preparation (20 points), Fall Clean-up and Preparation (20 points), Routine Grounds Maintenance Including Year Round Services (8 points), Fertilization—Lump Sum Fee per Application (4 points), Annual Flower Planting Hourly Rate (4 points), Flowers Cost Plus Fee (4 points), and Sprinkler Repair Hourly Rate (remaining allocation). Contractors must provide either hourly rates, lump sum fees, or percentage-based fees for each applicable service; dual submissions of both hourly rates and fees for the same service are not permitted.

Evaluation of Cost Proposals
For each year the cost proposed for each service line item will be averaged to provide one cost. Each service line item will be ranked against other bidding contractors (1,2,3,etc.). For each service line item, the contractor ranked '1' will receive the maximum points for that item. All other contractors will be assigned points with a 10% spread between rankings. Example: The maximum point value for service line item #1 is 20 points. The contractor with the lowest hourly rate will receive a ranking of '1' for that line item and will receive 20 points. The contractor with the second lowest bid will be ranked '2' and will receive 90% of the possible 20 points for that line item, etc. The point values for each service line item are provided below.
