Items Listing for ITS Fiber-Optic System Maintenance, Repair, and Installation
This document is an items listing and payment schedule prepared by the Utah Department of Transportation (UDOT) for a Request for Proposals (RFP) related to fiber-optic and Automated Traffic Management System (ATMS) construction services across Regions 1, 2, 3, and 4. The listing provides detailed specifications for 233 bid line items organized into major categories: Traffic Control (8 items), Conduit (57 items including various sizes and installation methods), Junction Boxes and Vaults (36 items), Communication Cabling (16 items), Splicing and Testing (16 items), Labor (5 items), Removal and Restoration (25 items), Environmental Controls (9 items), ITS Equipment Installation (20 items), and Incidental Materials (3 items). Work encompasses furnishing and installing conduit systems, microducts, fiber-optic cables, junction boxes, patch panels, splicing enclosures, and various electrical components. The contract period extends through March 31, 2028, with no renewal options specified. Multiple contract awards are anticipated, and the Department retains the right to reopen the solicitation to allow additional contractors to submit responses at any time.
Payment for all items is contingent upon Department acceptance and is calculated on a per-unit basis according to specified measurement units including lump sum, each, foot, hour, day, square foot, cubic yard, and actual cost. Most line items include comprehensive scopes requiring contractor-supplied mobilization, materials, labor, workmanship, supervision, equipment, and incidental items. Several items are designated as "Project Specific" and will be bid following a contractor shortlist process, with three contractors to be shortlisted for bidding. State-furnished items are available for certain conduit, junction boxes, and equipment installations, with contractor responsibility limited to installation labor and materials. Items designated as "Passthrough Only" or requiring subcontractor invoices allow no contractor markups. Specific technical compliance is mandated through references to UDOT Standard Specifications, Standard Drawings, and the Manual on Uniform Traffic Control Devices (MUTCD), with professional engineering certification required for non-standard traffic control plans.
