About this file

This Scope of Work document outlines the requirements for a 5-year agency contract between the Utah Department of Transportation (UDOT) and a provider for Tau Systems Crash Cushion and End Treatment systems and parts. The contract is structured on an as-needed, on-call basis, allowing UDOT to order products as required for state highway safety applications. The approved products specified are the Universal TAU II Wide System for Type A Crash Cushions and the Universal TAU M for Type B Crash Cushions, with all systems required to comply with UDOT Standard Specification 02843 and referenced UDOT Standard Drawings. New systems must be delivered within 30 days of request, while replacement parts must be provided within 72 hours of request. Documented delivery delays may result in contract cancellation or removal of systems from UDOT's approved product list. The solicitation seeks to award to a single additional provider.

Pricing under this contract is subject to an annual review anniversary date with price changes permitted no more frequently than once per year. The initial contract pricing is guaranteed for one year, after which any price adjustment requests must include documentation supporting the change and demonstrate a logical mathematical link between current and proposed prices. UDOT receives immediate benefit of any market decreases or available discounts. The cost evaluation methodology compares the system price plus the prices of five of the most expensive parts listed on each bidder's price sheet, with a percentage discount applied to unlisted items. Delivery costs are reimbursed at actual freight company billing or detailed self-delivery costs. Invoices must reference the purchase order or contract number and be submitted to UDOT's Accounts Payable department, with payment processing subject to state fiscal constraints and cash discount periods commencing from the delivery or invoice date, whichever is later.
