About this file
This Statement of Work (SOW) details Argonne National Laboratory's requirement for an Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) system for the Metallic Project. The solicitation, numbered 5-B176-Q-00335-00, seeks a sophisticated scientific instrument with specific technical requirements, including a dual torch design, wavelength spectrum from 167-852 nm, CID Optical Detector technology, ceramic torch, autosampler, and autodilution system capable of 300x dilutions.
The procurement is structured as a lowest price, technically acceptable procurement with responses due by 5pm CDT on March 13, 2025, and estimated delivery in May 2025. Vendors must submit documentation including a completed ANL-70 Request for Quotation, capabilities list, country of origin details, lead time information, signed ANL-70B Reps and Certs, and price justification. The system will be delivered to Argonne National Laboratory in Lemont, IL, with the Department of Energy Office of Science as the sponsoring agency. Final acceptance is contingent upon successful installation and demonstration of the system's operational capabilities.

Scope The contractor will engineer, manufacture and assemble the instrument. The contractor shall first test the instrument at the contractor's facility to demonstrate that the instrument meets the required technical specifications.
Objectives The contractor shall ship the instrument to Argonne National Laboratory, assemble the instrument, test and commission the instrument. It is the contractor's responsibility to ensure that the instrument complies with all the specification requirements and the safety codes and standards.
Technical Requirements
1. The system must have a warm-up time of approximately 15–30 minutes to be ready for operation.
2. The system must feature a dual torch design—axial and radial photon transmission—to handle high-matrix and organic-containing samples effectively. This dual configuration is also essential for the accurate analysis of rare earth element concentrations.
3. The ICP must cover a full wavelength spectrum ranging from 167 nm to 852 nm.
4. The ICP must utilize CID Optical Detector technology, which enhances wavelength separation for rare earth element analysis. This technology offers several advantages, including an optimal signal-to-noise ratio for superior detection limits. It allows the measurement of both high- and low-concentration elements within the same spectral region without saturation, ensuring greater accuracy and minimizing the need for reruns. Additionally, it features an anti-blooming capability to prevent false positives and enables full-frame exposure for comprehensive spectral measurement, making it easier to detect non-method elements and facilitating sample screening.
5. The system must be equipped with a ceramic torch, allowing for the analysis of highly corrosive matrices, including hydrofluoric acid.
6. The system must include both an autosampler and an autodilution system. The autodilution system must be capable of performing precise and accurate inline dilutions for both samples and standards, with a dilution capacity of up to 300x. It must support automatic inline preparation of samples with dilution factors greater than 1 and perform autocalibration, prescribed dilution, over-range dilution, and internal standard out-of-range dilution. The main advantages of an autodilution system include reducing laboratory reagent waste, eliminating the need for manual preparation of calibration standards, and automating all required sample dilutions. Additionally, it reduces training requirements for operators and increases analysis throughput, allowing the system to run unattended overnight.
7. The ICP software must include a tool for rapid screening of samples to determine elemental composition and potential wavelength interferences. Ideally, this tool should leverage Artificial Intelligence (AI) and deep neural networks to simplify intra- and inter-element corrections by automatically selecting only non-interfered peaks. This capability enhances sample screening efficiency, reduces reagent consumption, and minimizes analysis time.
Deliverables, Timing, Location and Documentation Deliverables Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) System with an autodilution and autosampler Timing The estimated delivery and installation for the system is May 2025 or sooner.
Location Delivery will be to Argonne National Laboratory, Building 362 C256. 9700 S Cass Avenue, Lemont, IL.
Final acceptance
· Carefully check for obvious damage or evidence of rough handling during shipping and delivery.
· When the new instrument is on site and ready for installation, eligible certified service personnel from the purchasing company will place the instrument and peripherals on the designated workbench for installation and install the corresponding data station.
· Checking the system specifications according to the agreed parameters.
· During the installation, the certified service representative will demonstrate the basics of equipment operation and routine maintenance, and the performance specifications that are in force at the time of the purchase of the system.
Quality assurance Do not use the ICP-OES system for sample analysis until the installation is complete and the Acceptance Form has been signed
