Scope The Contractor will furnish liquid helium in quantities designated by the designated representative(s.) The volume of liquid helium should be not less than 95% of the quantity ordered and identified on delivery ticket.
The Contractor shall pickup any and all empty Contractor-owned Dewars when on-site during the standard delivery period at all building locations routinely serviced. Other locations will have pickups made as required or when another delivery takes place.
Objectives The liquid helium requirements will be delivered in 60, 100, 250, and 500-liter contractor-owned Dewars. Under special circumstances Bldg. 203 will require delivery of a container which may not exceed 60” in height. This dewar will be ordered at least 1 business days in advance. Contractor must be able to meet this requirement.
Liquid helium Dewar’s must be of top-quality manufacturing standards and shall be non-magnetic, must have vacuum jacket, wheels and PRV (pressure relief valves) and the top fitting must be Goddard Type. Dewars are required to have a minimum of four casters and on dewars of 100 liters or less casters must be swivel type. All parts including, but not limited to gauges, ball valves and casters must be in like new working order.
A customer complaint tag should be included with each dewar to allow notification to the contractor of any functional problems experienced with the dewar. Damaged or defective dewars should be removed from service and repaired. The requestor may refuse delivery if the dewar doesn’t meet the requirements in this paragraph.
Applicable Documents Contractor-owned dewars will have attached a three-part, double-perforated, contractor- supplied tag. The first part of the tag designating “full”, the second part designating “in service”, and the third part designating “empty.” It is the contractor’s responsibility to pick up contractor-owned dewars which have the first two parts of the perforated tag removed indicating that the dewar is empty.
Invoicing for liquid helium must be itemized by shipping order number, delivery date, and pickup date. A master list of contractor-owned dewar serial numbers must be provided when requested by the designated Laboratory representative.
Tasks
A. Evaporation Loss
Following delivery the requestor may find an insufficient amount of helium in the dewar which may be due to an evaporation loss or malfunction. The administrative representative assigned will notify the vendor and the charges will be adjusted.
B. Invoicing
Dewars damaged at the Laboratory, by the Laboratory, will be billed at an agreed upon repair cost.
Replacement charges for lost or damaged-beyond-repair dewars shall be pro-rated based on the age and condition of the dewar.
C. Quality Assurance and Certification
In accordance with Public Law 104-273, the helium supplier must be an authorized Bureau of Land Management Federal Helium Supplier and must have entered into an enforceable contract to purchase an equivalent amount of crude helium from the U.S. Department of the Interior.
Liquid Helium provided under this contract shall conform to the following specifications – MIL-PRF-27407C, type II (liquid helium).
