About this file

This document is an Amendment of Solicitation/Modification of Contract for Building 104 Renovations at the Veterans Health Administration in Fayetteville, Arkansas. The amendment includes a series of questions and answers addressing project specifications, requirements, and clarifications for potential contractors. Key details include confirmation of applicable VA specifications and standards, ICRA (Infection Control Risk Assessment) requirements, submittal processes, and tax exemption status. The project involves renovations to Building 104, with specific considerations for utility outages, flooring preparation, and installer certifications. The contract indicates the building will be mostly unoccupied during renovations, with a small laundry area remaining operational, and requires contractors to follow specific guidelines for dust control, HVAC system isolation, and surface preparation.

598-19-127 Building 104 Renovations 21 Aug 2025

1. Can the Government please advise that “the latest VA specifications, VA Standards, energy conservation methods, EPA, OSHA, ICRA, NFPA, NEC, ASHRAE, LIFE SAFETY CODE, UBC, local, Federal and industry requirements and regulations,” have been provided with this solicitation?

Applicable specifications, standards, regulations apply. The latest version dated at or before the award date is the applicable version.

2. Can the Government please confirm that the provided specifications are in fact associated with the intended project “Building 104 Renovations,” as pages 2-8 are signed and stamped by all design engineers, but are labeled “Integrated Emergency Power B-159 Laundry.”

Attachment with correct specifications are uploaded with the word updated in front to prevent any confusion.

3. Can the Government please provide the submittal register for this project?

It is in the specs at the end of section 01 33 23.

4. The specifications for this project state that it will be a “Class 4,” ICRA Level, but the

SOW states the building will be unoccupied during renovations. This building is isolated and does not connect to other surrounding buildings. Will it be acceptable to the Government lower or remove the ICRA requirement entirely?

This is not a patient care area and will be unoccupied except for the laundry, room 107.

The ICRA would still be needed to be the barrier for LETC or others that may try and enter the building. They would still need to have the negative air, and the HVAC system covered and isolated to prevent construction dust from entering the system and potentially causing health issues later when the work is done. They can vent outside. It could possibly be a level III…since it will be vacant. They should be able to put barrier that has the laundry outside the barrier and using the door at the end of the hall by the laundry room.

5. Is tuberculosis screening required for this project?

The building does not have patients in it nor is it connected with a building that does have patient traffic. If contractors are going to be in patient care for any reason, then they would need to have screening completed

6. Is this project tax exempt?

• SOW – 3.3 states “The Contractor’s price shall include all direct (Bare Cost) and indirect costs (Coefficient) including labor, materials, equipment, transportation, incidentals, and taxes.”

No. Contractors are deemed the end consumer on all materials purchased under a government contract for the state of Arkansas. The tax exemption only applies to direct sales to the federal government that are paid with federal funds. The exemption doesn’t flow through to contractors.

7. Does the COR approve the contractors “Outage Request” for utilities?

• SOW – 3.17 states outage request are approved by the CAVHS Chief Engineer

COR will submit contract outage requests for approval through CAVHS Chief Engineer and applicable parties including LETC.

8. Can the Government please clarify the time period for each, contractor and government, to submit and approve submittals to meet the benchmark of 20 calendar days after the

NTP?

Contractor submits prior to NTP, VA responds within 10 business days after receiving each submittal. Allow time for resubmit and approval if necessary.

9. Spec Section 09 65 19 – 1.6.1 states, “Installers to be certified by INSTALL or a comparable certification program with the following minimum criteria.” Is acceptable to the Government if the install company has only the “Manufacturer endorsed training?”

Manufacturer endorsed training is acceptable.

10. Spec Section 09 65 19 – 3.2.A states, “Prepare and test surfaces to receive resilient tile and adhesive as per Section 09 05 16, SUBSURFACE PREPARATION FOR FLOOR FINISHES..” This spec section has not been provided with the solicitation documents.

Please advise.

Review attachment file specifications. 09 05 16 starts on page 359/899 of projects specifications file date 03-17-25

11. It was noted during the site visit that most of the flooring was unlevel as low spots could be visibly seen throughout. The solicitation documents do not depict this or provide any direction for correction?

Is this question referencing flooring in rooms or hallway?

For areas that are included for new flooring, ensure new flooring is level.
