Summary: Bid Documents and Specifications for Pharmacy Physical Security Upgrade

These are comprehensive bid documents and specifications for the Jackson VA Medical Center Pharmacy Physical Security Upgrade (Project No. 586-22-105) in Jackson, Mississippi. The project involves phased general construction, alterations, and demolition with installation of physical security upgrades, access control systems, toilet room upgrades, HVAC modifications, and finish and lighting upgrades. The base bid includes work in both the basement inpatient pharmacy and first-floor outpatient pharmacy, with three alternates addressing demolition/access control deletion, existing flooring retention, and outpatient vault door demolition. The work must maintain 24/7 medical center operations through coordinated phasing, requiring detailed infection control risk assessments, interim life safety measures, and temporary barriers in occupied areas.

The specifications establish rigorous requirements for safety, quality control, commissioning, environmental protection, and asbestos abatement. The contractor must develop a Critical Path Method schedule, implement a comprehensive quality control program with three-phase control (preparatory, initial, and follow-up), and comply with OSHA 30-hour training and site safety protocols including designation of a full-time Site Safety and Health Officer. Asbestos abatement work requires Class I and II abatement procedures with full containment, negative pressure systems, personnel and equipment decontamination facilities, and final clearance testing by independent industrial hygienists. Additional requirements include HVAC testing and balancing, electrical work de-energization protocols, fire safety and life safety compliance, waste management with 50 percent diversion targets, operational training with video documentation, and warranty management extending one year from acceptance. All work must comply with federal, state, and local regulations including 29 CFR OSHA standards, EPA AHERA requirements, and Mississippi Department of Environmental Quality asbestos regulations.
