This amendment posts the questions and answers to the RFI's. Due to time restraints no additional questions will be responded to.
CONTINUATION PAGE
RFI 1. The time set for receipt of bids is 10:00am. Can this time change to 3:00 PM on same day?
Yes, the time set has been shifted to 3:00PM.
RFI 2. In review of subcontractor Information (Subfactor 2b) which must be submitted with bid, we find this information will be almost impossible to obtain prior to bid for submission with bid documents. Usually, subcontractors do not release their quote until just prior to bid time. It would be impossible to incorporate this information with bid documents. Can this information be submitted seven days after bid submission?
Identifying key subcontractors and submitting required documentation at the proposal stage is a long‑standing federal construction requirement. Historically, offerors have been able to comply by coordinating early with potential subcontractors or using existing teaming relationships. Offerors intending to self‑perform may indicate that in their proposal. This requirement will remain unchanged.
RFI 3. Drawings phasing notes / pharmacy scope notes; revised specs pharmacy scope notes: Please confirm who is responsible for relocation, removal, and reinstallation of pharmacy casework and workstations. Is this by the contractor, a third-party vendor hired by the contractor, or VA's furniture vendor? The drawings/specs conflict on who carries this scope. That affects labor, coordination time, protection, and any temporary disconnect/reconnect work around casework.
The Contractor will coordinate and hire the Vendor RFI 4. Drawings phasing notes: Please identify the exact temporary locations for Filling and Comm Care during phased construction. The phasing notes reference these functions relocating to TBD locations. Without final temporary locations, temporary power/data/security/fire alarm impacts cannot be fully priced.
Filling will temporarily relocate to in-patient pharmacy. Comm care will be relocated within the outpatient pharmacy.
RFI 5. Drawings phased demolition/new work notes marked 'By VA 3/2/2026: Please provide a clear division-of-work matrix for each phase showing what is by VA versus by Contractor for ceilings, salvaged light fixtures, ceiling grid/tile, HVAC, and electrical removals/reinstallation. Multiple notes assign portions of ceiling, fixture, HVAC, and electrical work to VA while other notes assign new installation to the contractor. The set needs one clean responsibility matrix.
A/E does not agree a responsibility matrix is needed. “BY VA” is noting that VA added a comment and does not mean the responsibility is on the VA. Vendor is to meet all the notes and specifications no matter if the VA or AE made those notes.
RFI 6. Specs Section 28 13 00 / access control notes on drawings: Please confirm the exact existing access-control panel locations, available spare capacity, available power, and whether additional controller/reader expansion hardware is required for this project. The documents identify existing Software House hardware and also direct the access-control vendor to verify existing panels and replace devices. Capacity and expansion needs are not fully defined in the bid set.
Contractor shall coordinate with the VA COR the contact information of the vendor who currently supports the existing system for required information.
RFI7. Security system continuity notes on drawings: Please define the required outage limitations and temporary coverage requirements for existing cameras, duress, and intrusion systems that must remain operational during construction. The set requires these systems to remain live during construction, but it does not define permitted outage windows, bypass procedures, temporary monitoring, or temporary device requirements.
No outages are anticipated.
RFI 8. Video surveillance notes / specs Section 28 23 00: Please clarify who is responsible for software licensing, workstation programming, recording/storage expansion, server/NVR modifications, and VA-IT/network coordination for the new cameras. The drawings reference programming a new camera view into the workstation, but the set does not clearly assign software, storage, cybersecurity, and network responsibilities.
The system vendor procured by the successful shall provide all required hardware & program modifications to the system. The vendor shall also coordinate with the VA’s OIT group if any of this work impacts the OIT system or requires their assistance. Coordinate with the VA COR the contact information of the vendor who currently supports the existing system for required information & support RFI 9. Duress / Lynx notes on drawings; Specs Section 28 26 00: Please clarify the exact furnish/install/program scope for the Lynx duress expansion, including whether the contractor provides only raceway/power or also provides vendor equipment, cloud programming, subscriptions, and final commissioning. The set references a new LynxNet 4 vendor panel/power supply and dedicated power, but ownership of vendor-furnished equipment and programming is not clearly separated.
The LYNX system components shall be furnished/programmed by the successful bidder’s vendor and installed by the electrical contractor under the supervision of the system vendor. Any modifications required on VA’s network shall be coordinated with the VA’ s OIT group. All raceways and cabling required to support these systems shall be provided by the successful bidder and coordinate with their respective vendors.
RFI 10. Door control / fire alarm interface notes on drawings; Specs Section 28 31 00: Please confirm the full fire alarm integration scope for delayed-egress doors, magnetic hold-opens, and any door-release interfaces, including who furnishes interface modules and who programs the existing fire alarm system. The set requires release upon fire alarm activation and says to coordinate with the fire alarm contractor, but it does not fully define responsibility for modules, panel programming, testing, and spare system capacity.
The electrical contractor shall be responsible for providing all aspects of this work, including all labor, materials, equipment, software, and associated system programming modifications required for a complete and operational installation. The electrical contractor shall retain the services of the facility’s preferred service provider/vendor for this system, who is currently under contract with the facility for system maintenance and support. The vendor shall provide the electrical contractor with all required technical information, replacement parts, installation support, system integration assistance, and programming services necessary to complete the work and place the system into full operation.
RFI 11. Access control / door automation / hardware coordination notes: Please provide a final door-by-door furnish/install/integrate matrix showing what is by Division 8 hardware supplier, by security/access-control vendor, and by electrical contractor for locks, readers, DPS, REX, automatic operators, power supplies, and final connections. The set mixes electrified hardware, access control, automatic operators, delayed egress, and fire alarm release functions. A clean matrix is needed to avoid scope gaps and double-carry.
RFI 12. Alternates on drawings: Please confirm how Alternate No. 1 (delete access control, including new readers and electrified hardware) is to be priced and submitted relative to the base bid. The alternate changes major portions of the low-voltage/electrified hardware scope. The pricing form should clearly state whether this is a deduct alternate carried separately from the base bid.
Alternate No. 1 is a deduct alternate and shall be priced separately from the base bid. Submit pricing in accordance with the price schedule instructions.
RFI 13. Phasing / dust-control / active-pharmacy operational notes: Please confirm approved work hours, shutdown windows, infection-control requirements, and any mandatory night/weekend work for electrical, security, and fire alarm work inside the active pharmacy areas. Because this is active pharmacy space, restrictions on noise, dust, ceiling access, and shutdown timing can materially affect labor productivity and sequencing.
VA’s Normal Working Hours are 8:00 am to 4:30 p.m., Monday through Friday. Contractor shall coordinate work with the COR in order to not disrupt the end user’s operations which may include work earlier or later in the day and on weekends or federal holidays at no additional cost to the VA. Noise disturbances and utility shutdowns/tie-ins shall be coordinated with the COR and not interfere with VA daily operations. See updated ICRA for infection control requirements.
RFI 14: Writing with a question on the NAICS requirements for this project. Would your office accept a formal teaming agreement to satisfy the construction NAICS requirement?
Teaming agreements are authorized assuming all meet the SAM/SDVOSB requirements.
RFI 15: Is any commissioning required on this project?
No.
RFI 16: Can the Superintendent also be the Prime Contractor’s Commissioning Manager during commissioning?
Yes.
RFI 17: Is a full-time on-site quality control manager required for this project?
Yes.
RFI 18: Can the Superintendent also be the quality control manager?
Yes.
RFI 19: Is a full-time on-site Safety and Health Officer required for this project?
Yes.
RFI 20: Can the Superintendent also be the site safety and Health Officer?
Yes.
RFI 21: Can the Superintendent be Triple hatted as the SSHO and QC Manager?
Yes.
RFI 22: As is typical for most VA projects can the QC plan be implemented by the onsite superintendent and administrated by the PM without additional staff (other than what is required for commissioning) as call for in 01 45 00.?
Yes.
RFI 23: What portions of this work have to be performed after hours or weekends?
Phases 4, 5, and 6 must be performed during weekends, it must comply with the ICRA and be operational by Monday morning. Multiple weekends could be required but Monday morning it must be operational workspace. Work above double doors in the inpatient pharmacy must also occur on weekends.
RFI 24: When one phase has been completed how long should the contractor anticipate having to wait before being able to start on the next phase?
1-2 days RFI 25: Is there any possibility that the contractor may be able to combine some of the phases of work.
Yes. Phases 4, 5, and 6 are to be performed during weekend hours. Phases 1, 2, 3, and 7 are to be performed during the week. A phase performed during the week (1, 2, 3, or 7) and a phase performed during weekends (4, 5, or 6) can be combined. For example, phase 1 can be performed alongside phase 4 with phase 1 being performed during the week and phase 4 on the weekends. Phases 5 and 6 can be performed alongside phases 2, 3, and 7, similarly to the combination of phases 1 and 4. Exact phase combinations are to be confirmed with VA COR prior to work.
The above are examples of how the process is envisioned.
RFI 26: Will each phase have to be partitioned off with a wall from floor to ceiling?
Yes, each phase must be separated with a full-height barrier.
a. If so, does the VA recognize that this will cause visible seams/joints in the flooring?
No, the VA does not expect visible flooring seams to be a long-term issue; any visible disruptions shall be repaired.
RFI 27: Will all work be completed on the Outpatient Pharmacy before work begins on the Inpatient Pharmacy?
Yes.
RFI 28: There is no outside walls in the work areas to vent the negative air outside. How would the VA prefer the contractor to vent the air from the space to achieve the negative pressure required by ICRA?
If exhaust is directed indoors, then the system must be HEPA filtered. Prior to start of work, including assembly of the ICRA barriers, initial baseline air sampling measurements for particulate levels must be taken in the planned area of discharge. Once containment is erected and completed, HEPA filtration must then be verified by particulate measurement, using particle counter with multi-channel capabilities to measure down to 0.3 microns, to confirm that the discharge of the HEPA unit does not exceed the baseline particulate count of the area to which the exhaust is directed. Verification must continue at least three times per day (once every 8 hours), 7 days per week, during the use of the negative air machine and HEPA filter. Any exceedance must trigger a work stoppage and an immediate response and resolution. All particulate measurements, including baseline measurement, must be documented and retrievable.
See updated ICRA for more information.
RFI 29: What openings can we use to vent our negative air to meet the ICRA requirements?
Select appropriate locations and obtain COR approval.
RFI 30: In ICRA areas that require Category B Level 1 or 2, can we use zip-walls or plastic sheeting as containment?
See updated ICRA.
RFI 31: In any ICRA areas that require above Category B containment, can plastic wall panels be used for the ICRA walls, such as STARC Panels or Temporary Wall System’s panels?
See Sheet IC101 Dust Control Plan Notes One.
RFI 32: Will temporary sprinklers be required during demolition?
Contractor will be required to turn the existing sprinkler heads up during construction once the ceiling is removed and provide NFPA 13 required coverages, or if the zone is not active, provide fire watch.
The VA will allow the Contractor to install heat sensors and drain the system in just the Pharmacy.
RFI 33: Will the contractor be required to turn the existing sprinkler heads up during construction once the ceiling is removed or can the contractor use heat sensors instead?
Contractor will be required to turn the existing sprinkler heads up during construction once the ceiling is removed and provide NFPA 13 required coverages, or if the zone is not active, provide fire watch.

No.
RFI 58: Per spec 09 05 16 Section 3.3.A specifies the use of a moisture remediation coating only when the results of ASTM F2170 relative humidity testing exceed the requirements of the flooring manufacturer. Similarly, pH and moisture testing are outlined in Section 3.2.G–H. Can you confirm that moisture remediation coatings, pH neutralization treatments, or other corrective measures included in this specification are only required if slab test results are unsatisfactory?
Yes.
RFI 59: Specification Section 09 05 16 includes detailed descriptions and product requirements for both moisture remediation systems (Section 2.1) and underlayments (Section 2.2), yet it is unclear whether these items are part of the base bid or only applicable if testing shows deficiencies. Please clarify is the intent that all floor slab testing is to be included in the base bid, and any required remedial treatment (e.g., moisture remediation coating or underlayment) would be added by change order/modification if needed, based on test results?
Testing (ASTM F1869, ASTM F2170, and pH testing) shall be included in the base bid. Moisture remediation or underlayment work is not included in the base bid and, if required based on test results, will be addressed via modification RFI 60: The specification 09 05 16 calls out multiple tests ASTM F1869, F2170, and pH testing. Which of these test are required in our base bid price?
All.
RFI 61: Without knowing the actual moisture or pH conditions of the concrete prior to bid, there is significant risk in trying to price products like moisture remediation coatings (epoxy vapor barriers, etc.), cementitious self-leveling underlayment, or trowel-applied patches. Including these without confirmation could lead to either inflated pricing or post-award cost disputes. Thus, under FAR principles of clarity in solicitation documents and equitable risk distribution please provide clear direction on what is to be included in our base bid for subsurface preparation?
a. Would the Government clarify an allowance price for all bidding contractors to carry in order for fair bid leveling?
See response to #59.
RFI 62: Can the VA please provide a basis of design manufacturer for the Level 3 Package Receiver.
