About this file

This file is the Project Manual Volume 1 (Specifications) for VA Project #568-24-106, an upgrade of the fire alarm system at the VA Black Hills Health Care System in Fort Meade, South Dakota. The specifications document (424 pages) contains comprehensive requirements across 27 specification sections covering general construction requirements, demolition, rough carpentry, thermal insulation, firestopping, joint sealants, finishes, metal framing, gypsum board, ceramic/porcelain tiling, acoustical ceilings, and painting. Key technical requirements include: fire alarm system upgrades replacing/adding to the existing Simplex fire alarm system across all outbuildings and Building 160 water treatment plant with fiber backbone replacement; installation of metal suspension systems, gypsum board partitions, and ceramic tile work; application of low-VOC paints and sustainable materials throughout; compliance with ASTM, NFPA, and TCNA standards; and coordination with phased construction to minimize disruption to the operating medical center. The specifications mandate pre-construction risk assessments, infection control measures, comprehensive quality control procedures with specialized inspectors, testing laboratory services, special inspections for structural and fire protection systems, photographic documentation, as-built drawings, and a one-year construction warranty. All contractors and subcontractors must comply with security requirements, safety protocols including Activity Hazard Analyses, tuberculosis screening, fire safety procedures, and LOTO/electrical safety standards.
