About this file
This is a Project Manual Volume 2 specification document for the Upgrade Fire Alarm System project at VA Black Hills Health Care System, Fort Meade, South Dakota (VA Project #568-24-106). The document comprises 166 pages of technical specifications organized into divisions covering general requirements, demolition, finishes, electrical systems, and fire detection and alarm systems. The specifications detail requirements for electrical installations (Division 26) including conductors and cables rated 600V and below, grounding and bonding systems, raceway and boxes, and enclosed switches and circuit breakers. All electrical work must comply with the National Electrical Code (NEC), NFPA standards, UL standards, and IEEE requirements. Contractors must use copper conductors (aluminum prohibited), properly size and support conduits, maintain specific color coding for phase conductors, and document all installations with certifications and testing reports prior to final inspection.
The fire alarm system specifications (Division 28) require a fully functional, campus-wide fire alarm network with interfaces to elevator controls, delayed egress, and personal protection systems. The contractor must provide complete system design, installation, programming, testing, documentation, and training, with all equipment rated for continuous operation under specified environmental conditions. Critical submittal requirements include four comprehensive technical data packages (system drawings, manufacturer data, test procedures, and training documentation), operation and maintenance manuals in hardcover binders with detailed diagrams and procedures, and record as-built drawings in AutoCAD format. The contractor must provide one year of warranty coverage including quarterly inspections, 24-hour emergency telephone support, same-day four-hour emergency service response for catastrophic failures, and all software updates during the warranty period. Contractor qualifications require minimum five years of experience with factory-trained technicians, a local service facility within 60 miles, and a Registered Communications Distribution Designer (RCDD) certified by Building Industry Consulting Service International.
