About this file
This is a Special Conditions document issued by the City of Jackson, Michigan's Neighborhood & Economic Operations and Community Development Departments for the demolition and site restoration of a residential property located at 567 Cooper Street and 521 Wildwood Avenue. The project scope encompasses hazardous materials abatement in accordance with MIOSHA and DEQ regulations, complete demolition of structures, removal and replacement of approximately 1,640 linear feet of curb and gutter, removal and replacement of approximately 7,478 linear feet of damaged public sidewalks (6 feet wide), removal of selective trees and wooden fencing, removal of a concrete retaining wall, and comprehensive site restoration including grading, topsoil installation, seeding, and planting of four new street trees (two Japanese Lilacs and two maples). The property comprises approximately 12,494 square feet. The procurement document references a Pre-Demolition Compliance Survey assessment for hazardous materials identification and requires contractors to coordinate demolition schedules with the City and third-party environmental oversight a minimum of 2-3 weeks in advance of activities.
Contractors are responsible for all liability related to damage to adjacent properties during demolition and must ensure neighboring water and sewer services remain operational following project completion. Proof of final grade and soil verification by inspection is required prior to straw application. The special conditions indicate that if existing roads are in disrepair, the contractor must cut the street, install forms for the front gutter pan, and repair the road with hot-patch asphalt upon completion of concrete work. Third-party environmental oversight is mandatory throughout the demolition process, with crews required to provide schedules to both the City of Jackson and the environmental monitor. The project is funded through Community Development Block Grant (CDBG) appropriations administered by the United States Department of Housing and Urban Development (HUD), which mandates compliance with Davis-Bacon Act requirements, affirmative action provisions for minority and women's business enterprises, and Section 3 employment preferences for low- and very low-income persons.
