VA Response – No.

16. Can the bid bond be emailed?

17. If the bid and/or bid bond must be mailed, will the government consider extending the bid due time to no earlier than 11 a.m.? This request is made because 1030 a.m. is the earliest guaranteed time for overnight delivery, and anything before then risks not being guaranteed and potentially arriving after the current bid due time. Extending the bid’s due time would ensure that all bids are received on time and that the process is fair for all parties involved.

VA Response – Bid due time remains unchanged.

18. In the event of contract modifications/change orders, should performance and payment bond premiums be applied to each individual change order proposal or wait until the end of the project where a final modification is issued for the overruns? 87. After reviewing the RFI responses for Solicitation No. 36C25025B0036, I have a request regarding the Asbestos Abatement scope, specifically in reference to RFI Question 72. As noted in the response, we are to handle abatement of all quantities provided in the asbestos survey. Therefore, several flooring sections are to be removed per this survey; see below:

Then, as indicated in the general notes of the architectural drawings, sheets AS101-AS103, new carpet (CPT-1) and resilient base (RB-1) are to be installed in its place.

However, while there is a finish schedule referencing CPT-1, there is no corresponding specification section provided for carpeting.

We formally request that the VA issue the missing carpeting specification 09 68 00 as an amendment to ensure proper pricing, product selection, and installation standards consistent with project requirements.

VA Response – See revised Specification per addendum #2

88. Another concern regarding the RFI response 21. See below.

This response appears to directly contradict Specification Section 01 45 00, Paragraph 3.4 B, as shown below:

Please clarify whether the specification takes precedence or if RFI Response 21 should be followed. We want to ensure there is no ambiguity for the Contractor regarding which direction to follow, so that all pricing, execution, and compliance align accurately with the VA’s intent and requirements. This clarification will help prevent any assumptions or misinterpretations during bidding.

VA Response – See revised Specification per addendum #2

89. We are requesting that the VA formally confirm whether all flooring identified in the asbestos survey is to be demolished and replaced with new flooring. Upon review of the drawing set, the only references to new flooring appear in the general notes on the architectural sheets. There is no explicit direction regarding full-floor removal and specific replacement guidance within the floor plans, nor is there a corresponding flooring specification included in the contract documents detailing these requirements.

Despite responses provided through prior RFIs, the flooring scope remains ambiguous. Without direct clarification from the VA, there is a significant risk of scope omissions or conflicts between design intent and abatement requirements, which could result in default assumptions or change order conditions during construction.

VA Response – Carpeting replacement quantities are defined in the Hazardous material survey reflected by the amount of the floor tile and mastic to be removed. The clouded areas on Drawing AS102 ONLY depict where the ACM abatement was completed by a M&O Contractor between the completion of design and bidding. All clouded areas on AS102 require new CPT-1 and RB-1. See the quantities in the revised Specification per addendum #2.

*See, Limited Asbestos Survey and Fungal Investigation Project 552-19-102 Correct Infrastructure Deficiencies Building 408 – Appendix C TTL HSA Table – Line 15*

90. The asbestos survey has differing quantities reported. Section 2.3 and 4.1 both show the same items and quantities. However, the table in Appendix B “Previous ACM Data” has differing quantities. If this is data from a previous survey, why is it included? Which set of quantities are we to bid the removal of, or does it need to be both? If both, is there any overlap between these two sets of ACM quantities?

VA Response – See the quantities in the revised Specification per addendum #2.

91. Are the current windows grouted in? Are there As-Built drawings available showing the existing window construction and anchoring? There is concern that there will need to be extensive demo to remove the existing windows in a clean fashion and not damage the existing brick surrounds. (Reference: Existing Window Construction/As-Builts)

VA Response – We are not able to locate any As-Built drawings for the existing windows. Please see the attached photos for reference purposes.

92. Should the existing window mullions be removed during demo? There are no new mullions shown on the new window details on sheet AS602. (Reference: Demo and Window Schedule – AS602)

VA Response – The Contractor is to remove the framed window back to structural framing. Wood bucks and Masonry Opening to remain in place.

93. The new window elevations on sheets AS201 and AS202 do not show the rounded arches above some of the current windows. Should we assume that the existing rounded arches remain in place? There is concern that these would be damaged during demolition. Please provide further direction on how to treat the rounded arches above existing windows that are not indicated on the drawings. (Reference: Existing Window Conditions vs Building Elevations – AS201 and AS202)

VA Response – The Masonry Arches have wood framed infills that are separate from the framed windows. The new windows are to fit into the existing wood framed opening.

94. Are the existing window blinds to be removed and reinstalled? Please clarify the intent of the existing window blinds. Also, if the new windows do not butt up direct directly to the existing sills and jambs should we assume new windowsills and jamb infill/repairs throughout? Please clarify how to treat the sills and jambs. The details on AS602 don’t show new sills or jamb repairs. (Reference: Existing Window Blinds, Sills and Jambs)

VA Response – The window blinds will need to be removed and reinstalled. Please refer to drawing AS602 detail 4 and 5 as they indicate “Alum Break Metal Flashing Painted White To Match Window Frame”.

95. Regarding asbestos abatement report, previous related RFI responses, and the clouds on AS102 and AS112, there are many inconsistencies.

A. AS102 shows clouds in 100I, a portion of 1F hallway, 101A, 101C, 101D and the un-numbered lobby. 100I does not appear in the asbestos survey at all. Room 101C is listed as 600 SF in the report, but is actually only 400 SF. Room 101D is listed as 50 SF, but is actually 170 SF. "Lobby" is not listed anywhere in the report and nothing in the plans indicates what room number it should have. The lobby measures between 880 - 1,020 SF depending on whether we include the steps and closets. The only room number in the asbestos survey that is NOT on the plans is 105. 105 in the report is listed as only 300 SF if we combine both 105 and 105A. From the information provided, we cannot determine quantities to remove. If the report's numbers were all lower, we would assume the rooms only have partial amounts with ACM flooring. But room 101C is listed as 50% larger than it actually is. These discrepancies put the validity of all numbers in the survey into question.

B. AS111 has clouds in 100I, 101, 101D, the entire 1F corridor (12, 14, & 44), 2, 103, 103 A-D, and 109. 100I, 2, 12, 14, 44 are not in the asbestos survey. Room 2 is on the previous ACM survey, but all fields are blank. Room 109 only shows asbestos flooring, but it is NOT clouded on the floor plan and is ONLY clouded on the RCP.

C. No one can perform a pre-bid site visit and survey to know existing amounts. We can only bid per amounts provided in surveys, specs, or plans. Please provide clear information so abatement bidders can adequately quantify.

VA Response:

A. See revised Specification per addendum #2. Discrepancies in existing field conditions shall be reported to the VA if identified.

B. The Scope of Work is based on previous surveys and completed contracts between the completion of design and bidding. The Contractor is directed to BID the quantities as Identified in the Specification per addendum #2. Discrepancies in existing field conditions shall be reported to the VA when Identified.

C. A pre-bid site visit was conducted on June 17, 2025. The Contractor is directed to BID the quantities as Identified in the Specification per addendum #2. Discrepancies in existing field conditions shall be reported to the VA if identified.

96. The asbestos survey narrative says there is asbestos window caulk, as does the “Previous ACM Data” table in Appendix B, but it is missing from TTL’s HSA table, which does show all other previously identified ACM. TTL’s does show multiple building, door, and window caulks, but that all tested negative. Is the narrative a typo? Was the window caulk already removed? Is there any window caulk currently present to abate prior to replacement of the windows?

VA Response – Due to the discrepancy between Appendix B and Appendix C an independent PLM analysis was performed on widow caulk in question. Please see Window PLM Report dated 8/16/2025, within revised Specification per addendum #2, for the results of the analysis.

97. We cannot quantify the plaster demolition required to support abatement. The asbestos spec mentions the LF of pipe insulation behind plaster walls and ceilings, but if we don't know where this is, we cannot quantify the plaster removals.

VA Response – Hazardous material survey along with MEP Demolition sheets show vertical chase Locations. Contractor shall rely on the revised Specification per addendum #2.

98. The fungal report indicates moldy pipe insulation to remove but does not indicate where nor how much, it only shows the places where samples were taken. There is no abatement spec for fungus/mold. The plans do not mention this work. Please clarify what work is required for this.

VA Response – All ACM Pipe Insulation is to be removed. See the quantities in the revised Specification per addendum #2.

99. The hazardous materials survey identifies several items—such as fire doors & flooring—for abatement (as confirmed in the RFI responses). However, these items are not referenced or coordinated in the construction drawings, nor do they correspond to any clearly defined new work.

VA Response – Fire Doors will be maintained in place. Carpeting replacement quantities are defined in the Hazardous material survey reflected by the amount of the floor tile and mastic to be removed. The clouded areas on Drawing AS102 ONLY depict where the ACM abatement was completed by a M&O Contractor between the completion of design and bidding. All clouded areas on AS102 require new CPT-1 and RB-1. See the quantities in the revised Specification per addendum #2.

100. CPT-1 carpet is referenced in the Finish Schedule and is noted to be provided where flooring is removed for hazardous materials abatement. However, there is no corresponding specification (Section 09 68 00) included in the contract documents to provide installation requirements, subfloor preparation guidance, or other execution-related details. Additionally, the drawings do not include explicit direction indicating where CPT-1 & RB-1 is to be installed, which is necessary for accurate quantity takeoff and scope definition.

101. Specification 01 45 00 3.4B states the Quality Control Manager (QCM) serves as the Superintendent, but RFI responses have stated this is not allowed—this directly contradicts the spec and creates confusion on staffing requirements.

VA Response – The superintendent shall be separate from QCM.

102. Where is Spec 09 05 16 which is referenced in the drawings?

VA Response – Attached

103. Are we removing the grout and ceramic tiles associated with (HSA 27), (HSA 28), and (HSA 30)? If yes, what new flooring is to be installed?

VA Response – Provide new 12 x12 floor tile per spec attached, VA to Select color from manufacturers full range.

104. Where is room 112A - Red Ceramic Floor Tile (Table - HSA 28)?

VA Response – HSA 28 in Appendix C: TTL HSA Table shall be revised to reference First floor men’s Toilet room.

105. During the site visit, it was identified there is Ceramic Tile on the chase walls with rooms 102, 108, 204, & 206. What new ceramic tile is to be installed?

VA Response – Provide new 4"x4" white Ceramic Tile on walls to match existing layout. See Specification 093013 for requirements.
