This document is a solicitation (RFQ #52800PR240001539) issued by the U.S. Coast Guard for scaffolding and crane services to replace the SPQ-9 antenna on the USCGC STRATTON and USCGC MUNRO ships located at USCG Base Alameda, CA. The period of performance is 17-27 June 2024, with the possibility of a 6-month variable period. Quotes are due by 13 June 2024 at 1 PM ET. Solicitation 52800PR240001539

Q & A – Deadline 4 pm ET on 11 June 2024

Q1. Is the scaffolding to be erected from the MAST up or the DOCK up?

A1. Scaffolding is to be erected from the MAST platform, not from the dock. All scaffolding materials will be onboard the ship, not the pier, once erection is completed.

Q2. Will the vessels be dry dock or in the water?

A2. The ships will be pier side at Base Alameda.

Q3. What is the duration of the crane services?

A3. Crane services for Removal/Reinstallation of the Antenna will be a single day, per ship. Crane services for install and demob of scaffolding will be a single day per event, per ship. The vendors do not HAVE to use crane services to install or demob scaffolding. The SOW was written to allow for vendors to choose that option. If crane services are not provided by the vendor during install/demob should not be billed.

Q4. What are the dimensions of the antenna?

A4. The SOW states: “The SPQ-9 Antenna is roughly 15ft tall from foundation to lifting point (eye-bolts fastened to top of array).” The antenna height is ~15ft above the platform deck and is ~7ft wide at the array.

Q5. What size is the pad the scaffolding will be built on?

A5. The SOW states: “Erect scaffolding on SPQ-9 Platform field fit to allow technician/rigger access to Antenna Lifting Fastener location on top of antenna array. The Platform is ~107ft ABL.” The scaffolding will need to be field fit onto the mast platform. The available square footage is less than 200sqft. The expectation is that fitment support from the In-Service Engineering Agents performing the antenna swap effort will be provided during install to ensure the scaffolding tower allows riggers/technicians to reach the eye-bolts on the top of the antenna.

Q6. Is it possible to receive pictures of the work site(s)? Please advise, thanks.

A6. Unfortunately, we do not have any pictures that can be obtained of the worksite(s).

However, we can provide the below drawing. The drawing is an equipment arrangement drawing but provides information about the location. The drawing shows the platform looking down from space. This is a field fit requirement with guidance from the Support Agent for the SPQ-9 system. This requirement has been completed previously with a scaffolding tower erected either side of the Antenna (usually outboard, either the top or bottom of the platform as shown here) but has been completed previously with a scaffolding tower erected forward of the antenna.

There is no room aft of the antenna to install scaffolding.
