52.212-1 Addendum Instructions to Offerors

1 52.212-1 ADDENDUM – OFFER PREPARATION INSTRUCTIONS

1.1 To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Offer shall consist of three (3) volumes:

1. Volume I - Price Proposal

2. Volume II – Technical

3. Volume III – Past Performance

1.2 The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.

2 SPECIFIC INSTRUCTIONS:

2.1 Volume I – Price – Submit one (1) electronic copy.

2.1.1 Complete blocks 12, 17a, 30a, 30b, and 30c for the RFP Section A of the SF1449. In doing so, the Offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.

2.1.2 General Instructions - The pricing criteria will be: (1) Reasonableness, (2) Balance, and (3) Total Evaluated Price as defined in FAR 52.212-2 Addendum – Evaluation Factors for Award - Commercial Items of the RFP which will be assessed from the information provided in this volume. Offerors shall review FAR 52.212-2 Addendum Evaluation Factors for Award -Commercial Items criteria to ensure the minimum requirements are met.

52.212-1 Addendum Instructions to Offerors

2.1.3 Total Evaluated Price (TEP)

2.1.3.1 Offerors shall input into the TEP Worksheet, located in Section J Attachment - TEP Worksheet, base labor rates, health & welfare rates, and fully burdened rates for each labor category skill set for all contract years. Base labor rates and health & welfare rates will be used to check for compliance with the Service Contract Labor Standards (SCLS).

Fully burdened rates shall include all direct rates, health and welfare rates, other indirect rates (Overhead, General and Administrative, etc.)

and profit necessary for the performance of the entire requirement.

Proposed rates are Firm Fixed Price (FFP) per year and contractually binding. The proposal rates will be applied to notional hours to complete the TEP. Government determined elements of the notional formula WILL NOT be disclosed to Offerors. A no bid or an omitted rate may result in an incomplete price submission. An omitted rate may result in proposal elimination. The TEP is for evaluation purposes only, however all proposed rates will be formally attached to the Basic IDIQ and are contractually binding for issuance of task orders to awardee.

2.1.3.2 Submit a copy of the completed TEP worksheet in the Price Volume (Volume I) in Microsoft Excel (non PDF format).

2.1.3.3 Cost or Pricing Information Requirements - IAW FAR 15.402, 15.403- 1(b) and 15.403-3(a), “information other than cost or pricing data” may be required to support price reasonableness. If, after receipt of proposals, the CO determines that there is insufficient information available to determine the reasonableness of the proposed pricing the Offeror shall be required to submit additional information other than cost or pricing data. If, during the source selection process, the CO determines that adequate competition no longer exists, then cost and pricing data may be required.

2.1.3.4 Rounding - All dollar amounts provided shall not extend beyond two decimal places.

2.1.3.5 Pricing Assumptions - Summarize all significant pricing assumptions, scope limitations, and qualifications of the Price proposal. Pricing assumptions shall not exceed two pages.

2.1.3.6 Estimating Techniques and Methods - When responding to the Price Volume requirements in the solicitation, the Offeror may use any generally accepted estimating technique (such as bottoms-up rate buildups using current, factual cost information, or commercially available or in-house developed parametric models, etc.) to develop its proposal. Provide a summary description of your standard estimating system or methods.

52.212-1 Addendum Instructions to Offerors

2.1.3.7 The Travel CLINs will not be evaluated as part of the TEP, but will be evaluated at the Task Order level (as needed) for reasonableness. The Data CLINs are Not Separately Priced line items and will not be evaluated as part of the TEP. Do not input pricing for CLIN 0002 - Travel or CLIN 0003 – CDRL on the DD 1449.

2.2 Volume II – Technical

2.2.1 Limited to no more than thirty (30) pages. Submit one (1) electronic copy.

Acronyms page, abbreviations page, title page, and index are not included in page count. The proposal shall not simply restate or rephrase the Government’s requirement, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. An Offeror shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the proposal. The following technical sub factors will be evaluated in accordance with FAR 52.212-2 Addendum of the solicitation.

2.2.2 Page size and Format

2.2.2.1 Page size shall be 8.5 x 11 inches. The text shall be Times New Roman and font size shall be no less than 12 points and lines shall be single spaced. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top, bottom, and both sides. Pages shall be numbered sequentially by volume. Use separate files for each volume to permit rapid location of all portions of the proposal, including sub-factor required plans, exhibits, annexes, and attachments, if any. If files are compressed, the necessary decompression program must be included.

The electronic copies of the proposal, as applicable, shall be submitted in a format readable by Microsoft (MS) Word 2016, MS Excel 2016, and MS PowerPoint 2016, or in a “word searchable” PDF format. The Price Volume tables shall be submitted in a format readable by MS Excel 2016. Word documents - Set “save as type” to “Word Document (*docx)” only. Excel spreadsheets - Set “Save as type” to Microsoft Excel Workbook (*xlsx).” PowerPoint presentation - Set “Save as type” to “Microsoft PowerPoint 2016 Presentation (*.pptx).”

Note: Larger file sizes may not be received due to Government firewall. Multiple electronic mailings may be needed and are acceptable. Contractor is responsible to verify file sizes and receipt of all documents prior to closing date of the RFP.

2.2.3 Sub-Factor 1: Marketing (PWS Basic Para 2.2 and sub paragraphs 2.2.1 through 2.2.3)

2.2.3.1 Contractor shall provide their relevant experience in creating marketing analysis and marketing strategies from a top level perspective for programs with similar complexity of OO-ALC Depot Services, with the Government or the commercial sector. Provide examples of constraints and strategies taken to mitigate and successfully provide marketing analysis and strategies for programs with similar complexity.

2.2.4 Sub-Factor 2: Business Opportunities (PWS Basic Para 2.3 and sub-paragraphs 2.3.1 through 2.3.4)

2.2.4.1 Contractor shall demonstrate their ability to identify, assist in the generation, implementation and integration of new business activities or workloads for programs with similar complexity of OO-ALC Depot Services, with the Government or the commercial sector.

2.2.5 Sub-Factor 3: Human Resources Hiring and Retention Plan (PWS Basic Para

2.2 through 2.5, and 8.0)

2.2.5.1 Contractor shall provide a detailed plan that outlines their approach and methodology for hiring and retaining candidates.

2.3 Volume III – Past Performance (Acceptable/Unacceptable)

2.3.1 Offerors shall, if available, submit recent and relevant contracts (maximum of three contracts) as defined below. Performance as a subcontractor may be included; the Offeror shall include contract number and prime contractor. The Government will consider this information, along with information obtained from other sources (e.g., Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reports System (CPARS), customer interviews, etc.), and may rely on this information. Offeror may use past performance of subcontractor to satisfy recent and relevant past performance. Only recent and relevant past performance information will be considered.

2.3.1.1 Recency – is defined as performance within the last three years from the date of the issuance of the solicitation. The Government will not consider performance on contracts where performance was concluded more than three years prior to the solicitation issue date or contracts awarded. The contract/Task Order in its entirety may be evaluated for past performance if any part of the contract performance falls within the three year timeframe.

2.3.1.2 Relevancy – is defined as work that involves approximately the same type(s) of services described in the RFP, PWS, 52.212-1 Addendum, and 52.212-2 Addendum.

2.3.2 Offerors shall address any past performance problems or issues that the Government may identify and explain corrective action taken and current status. The Government will consider this information in determining the Offeror’s past performance rating.

2.3.3 An Offeror’s failure to address performance problems or issues within this volume does not preclude the Government from using such information in determining a past performance rating.

2.3.4 If a joint venture is contemplated, provide complete information as to the joint venture. Include any relevant and recent past performance information on previous joint ventures with the same partner. If this is a first time joint venture, each party to the joint venture should provide a list of past relevant contracts (maximum of three).

3 GENERAL INSTRUCTIONS

3.1 Documents submitted in response to this RFP must be fully responsive to and consistent with the following:

3.1.1 Requirements of the solicitation (Item Numbers), PWS, Government standards and regulations pertaining to the PWS.

3.1.2 Evaluation Factors for Award.

3.1.3 Pages exceeding the page limitations set forth in this FAR Clause 52.212-1 addendum will not be read or evaluated, and will be removed from the proposal.

4 GENERAL INFORMATION

4.1 Information regarding submission of offers:
