The contractor must submit product data sheets for COR approval prior to equipment ordering and perform comprehensive testing and commissioning in the presence of the government Point of Contact, including pressure testing, combustion analysis with printed reports, safety control testing, and operational demonstrations through multiple heating cycles. Deliverables include two complete sets of manufacturer's operation and maintenance manuals, a startup and commissioning report with combustion analysis results, an as-built sketch or drawing of final piping and wiring configuration, a one-year full warranty for all parts and labor, and one-hour end-user training on proper operation and maintenance. Work shall be performed Monday through Friday between 08:00 am and 16:00 pm in accordance with manufacturer specifications, the SOW, and all applicable federal, state, and local codes and regulations. All contractor personnel must possess valid identification for USCG facility access, and a contract manager with full authority to act on contract matters must be designated. Final acceptance will be made by the government POC upon successful completion and verification of all tasks, including satisfactory boiler system performance during commissioning tests and receipt of all required documentation.

STATEMENT OF WORK

Project: Boiler Repair and Replacement

Location: Sector Field Office Valdez Housing, 1680 Broadway Ct., Valdez, Alaska, 99686

PART 1 - GENERAL

1.1 Scope of Work

The purpose of this Statement of Work (SOW) is for the contractor to provide all labor, materials, tools, and equipment necessary to demolish, remove, and properly dispose of the existing boiler system and to furnish and install a new, complete, and operational boiler system.

The work shall include:

Demolition and removal of the existing Weil-McLain boiler, associated piping, valves, fittings, controls, and flue components.

Preparation of the site, including any necessary foundation or structural modifications to accommodate the new system.

Modification of existing domestic water plumbing, No. 2 fuel oil plumbing, and electrical connections to ensure compatibility and safety with the new boiler.

Furnishing and installing a new Weil-McLain model WTGO-4 oil-fired water boiler, or a pre-approved technical equivalent. The new system must meet or exceed the following performance specifications:

Fuel Type: No. 2 Fuel Oil Net I=B=R Output Rating: 106,000 BTU/HR D.O.E. Heating Capacity: 122,000 BTU/HR Maximum Allowable Working Pressure (MAWP): 50 PSI Water Electrical Rating: 120V, 60Hz, Single Phase, <12 Amps Testing and commissioning of the new system to ensure full operational functionality.

Providing comprehensive documentation and end-user training.

All work shall be performed in strict accordance with the manufacturer’s specifications, this SOW, and all applicable federal, state, and local codes and regulations.

1.4 Contractor Personnel

The contractor must provide a contract manager who must be responsible for the performance of the work.

The contract manager or alternate(s) must have full authority to act for the contractor on all contract matters relating to daily operation of this contract

The contact manager and alternate or alternates must be able to read, write, speak, and understand the English language.

The contractor must not employ persons for work on this contract if such employee is considered by the contracting officer to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

Contactor personnel must present a neat appearance and be easily recognized as contractor employees.

The contractor must not employ any person who is an employee of the U. S. Government if employing that person would create a conflict of interest. Additionally, the contractor must not employ any person who is an employee of the U. S. Coast Guard unless such person seeks and receives approval according to U. S. Coast Guard regulations.

1.5 Security requirements

Due to heightened Security at USCG Facilities, all contractor employees performing tasks related to this SOW, while onboard a Coast Guard facility, shall have proper valid identification. Time spent undergoing entrance to USCG facilities will not be considered a government delay of work or differing site condition.

1.6 Hours of Operation – Projected Date of Completion

The contractor must perform the tasks as required by the SOW under this contract during the following hours: Monday through Friday between 08:00 am and 16:00 pm unless other times are specified.

1.7 Invoicing

In conjunction with the subject award, proper invoices will be submitted through the Invoice Processing Platform (IPP) at https://www.ipp.gov/. IPP is a secure web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

If your company is already registered to use IPP, you will not be required to re-register and you do not need to contact IPP.

Once you have logged in to the IPP application, you will have access to user guides that provide step-by-step instructions for all IPP capabilities, ranging from creating and submitting an invoice to setting up email notifications. Live webinars are held monthly and provide a great opportunity to learn the basics of the system and to call in and ask the IPP team questions about the IPP application.

PART 2 – DEFINITIONS

General Definitions

When the (SOW), solicitation provision or contract clause uses a word or term that is defined in the Federal Acquisition Regulations (FAR), the word or term has the same meaning as the definition as contained in section 2.101 of the FAR. The FAR index is available via the Internet at http://www.acqnet.gov at the end of the FAR, after the FAR Appendix.

Defective Service: A service or commodity output that does not meet the standard of performance requirement specified in the contract for that service or commodity.

Quality Assurance: A planned and systematic pattern of all government actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. Quality assurance refers to actions by the government assurance functions for a contracted service.

Quality Control: Those actions taken by a contractor to control the production of outputs to ensure that they conform to the contract requirements.

Technical Definitions: Not applicable to contract.

PART 3 - GOVERNMENT FURNISHED PROPERTY AND SERVICES

The Government must provide the facilities, equipment, materials, and services listed here:

The following utilities are available for use at no cost by the contractor:

Government Furnished Material: None.

PART 4 - CONTRACTOR FURNISHED ITEMS AND SERVICES

Except for the items specified in PART 3, the contractor shall furnish all supervision, labor, materials, equipment, and transportation necessary to perform all work as defined in this SOW. All materials shall be new and free from defects.

PART 5 - SPECIFIC TASKS

5.1 Submittals

Prior to ordering equipment, the contractor shall submit product data sheets for the proposed boiler, circulators, valves, and major components to the Contracting Officer Representative (COR) for approval to ensure they meet the technical specifications.

5.2 Demolition and Removal

Conduct a thorough site survey and document existing conditions with photographs before work begins.

Isolate and disconnect the existing boiler system from all utilities (water, fuel oil, electrical).

Safely dismantle and remove the existing boiler, associated piping, controls, and flue components.

Properly dispose of all removed components in accordance with all applicable environmental regulations. Given the visible internal corrosion, handle and dispose of materials as potentially hazardous waste.

5.3 Site and Utility Preparation

Assess the foundation and perform any necessary modifications to ensure it provides a level and structurally sound base for the new boiler.

Modify domestic water, fuel oil, and electrical connections as required to align with the new boiler's specifications, ensuring all connections are safe and code-compliant.

5.4 Furnish and Install New Boiler System

Install the new boiler system, including all required valves, circulators, expansion tank, air separator, pressure relief valve, and accessories per the manufacturer’s installation manual.

Install new flue venting from the boiler to the exterior, ensuring it is correctly sized, sealed, and compliant with all safety codes.

Integrate the new boiler with the existing heating and control system.

Insulate all new heating pipes with material suitable for the operating temperature.

5.5 Testing and Commissioning

Upon completion of installation, the contractor shall perform the following tests in the presence of the Government POC:

Pressure Test: Pressurize the water-side of the system to verify there are no leaks in the new piping and connections.

Combustion Analysis: Using a calibrated combustion analyzer, test and adjust the burner for optimal efficiency and safety. A printed report of the final combustion readings (including O2, CO, CO2, and stack temperature) must be provided.

Safety Control Test: Test all safety and operational controls, including the high-limit temperature control, pressure relief valve, and any flow switches or low-water cutoffs.

Operational Test: Demonstrate the boiler’s proper sequence of operation through multiple heating cycles.

5.6 Documentation and Training

The contractor shall provide a complete turnover package containing:

Two (2) complete sets of manufacturer’s operation and maintenance manuals.

A copy of the boiler’s startup and commissioning report, including the combustion analysis results.

A one-year full warranty for all parts and labor.

As-built sketch or drawing showing the final piping and wiring configuration.

The contractor shall provide a one-hour training session for the end-user on the proper operation and maintenance of the new system.

5.7 Site Restoration

Upon completion, demobilize all equipment and personnel.

Remove all project-related debris and leave the work site in a clean, orderly, and safe condition.

PART 6 - ACCEPTANCE

Final acceptance will be made on behalf of the government by the POC upon successful completion and verification of all tasks, including the satisfactory performance of the new boiler system during commissioning tests and the receipt of all required documentation.

PART 7 - APPLICABLE PUBLICATIONS AND FORMS

Publications and forms that apply to the (SOW) are listed below. The publications and forms have been designated as either mandatory or informational. The contractor is obliged to follow those publications and use those forms designated as mandatory to the extent specified in other sections of this (SOW).

The contractor must be guided by those publications or use those forms designated as informational to the extent necessary to accomplish requirement in this (SOW).
