Asbestos & Lead Based Paint Building Survey Big Rapids Armory

Introduction

The following Asbestos and Lead Based Paint Building Survey Report was completed for the Big Rapids Armory. Survey work includes the main building. This survey was conducted to satisfy the requirements of CFR 1926.1101(k)(2)(i) – Asbestos Standards for Construction, CFR

1926.62 – Lead in Construction, and the National Emissions Standard for Hazardous Air Pollutants (NESHAPS).

Asbestos Background

Asbestos is a naturally occurring mineral. It is distinguished from other minerals by the fact that its crystals form long, thin fibers. Deposits of asbestos are found throughout the world. The primary sites of commercial production are: Canada, China, Brazil, Zimbabwe, and South Africa asbestos is also mined commercially in limited quantities in the United States, in California and Vermont.

Asbestos minerals are divided into two groups—serpentines and amphiboles. The two groups are distinguished by their crystalline structure. Serpentine minerals have a sheet or layered structure, whereas amphiboles have a chain or spike-like shape. The table below describes six asbestos minerals that are members of these two groups.

Group Mineral Description and Properties Serpentine Chrysotile • Green, gray, amber, or white fibers with a silky luster

• very high in tensile strength.

• Good electrical insulator under dry conditions.

Note: Chrysotile accounts for 95 percent of asbestos in buildings and commercial products.

Amphibole Amosite • Gray, yellow, or dark brown fibers with a pearly luster course texture

• low tensile strength Note: amosite is the second most likely type of asbestos to be found in buildings..

Crocidolite • Blue fibers with a silky or dull luster

• Good acid resistance

• Excellent thermal insulator

Tremolite • Gray-white, green, yellow, or blue fibers with a silky luster

• Moderately high degree of hardness

• Excellent acid and chemical resistance

Actinolite • Hard, green fibers with a silky luster

• Harsh texture and poor flexibility

• Low tensile strength

Anthophyllite • Yellow brown, gray, or white fibers with a harsh texture

• Poor flexibility and low tensile strength

• Good heat and acid resistance, and a good electrical insulator under humid conditions

Asbestos has been used in literally thousands of products. Collectively, these are referred to as asbestos-containing material (ACM). Asbestos gained wide-spread use because it was plentiful, Project No. 070180 February 6, 2008 readily available, and low in cost. Because of its unique properties – fire resistance, high tensile strength, poor heat and electrical conductivity, and being generally impervious to chemicals attacks – asbestos proved well-suited for many uses in the construction trades.

Asbestos-related diseases are chronic diseases, and symptoms usually do not appear for 15 to 40 years after initial exposures to airborne asbestos fibers. In nearly all cases, many years of exposure to high levels of airborne ACM is necessary for personnel to contract asbestos-related diseases.

The primary exposure route is inhalation. Inhaled fibers may become embedded in the bronchial tubes or alveoli, or they may pass through to the pleura—the lining of the chest cavity. Asbestos-related diseases include asbestosis, lung cancer, mesothelioma, and gastrointestinal cancers.

Survey Procedures

Survey work was conducted by Mr. John Rehkopf of Northern Analytical Services, LLC. Mr.

Rehkopf is a properly trained and accredited State of Michigan Asbestos Building Inspector (accreditation A16809).

To complete this survey, the Mr. Rehkopf reviewed available drawings, previous building inspection reports, and interviewed site personnel to determine building perimeters and construction/renovation dates. Once this information was obtained, Mr. Rehkopf began a detailed survey of the areas indicated on the attached drawing for the presence of suspect asbestos containing materials (ACM). Individual homogeneous rooms were identified and assigned a unique room number.

At the time this Survey was conducted, the Inspector had to assume all suspect ACM contained asbestos; because of this, selective interior demolition was prohibited. The Inspector made every attempt to locate and investigate wall and ceiling cavities, however it is assumed that there are remaining unknown cavities within the building. Further investigation must be conducted by properly trained and accredited personnel prior to or during any demolition or renovation activities taking place to determine the presence of ACM.

Once identified, each suspect ACM was assigned a unique identifying number, called a Homogeneous Material Number, and provided a written description, called a Homogeneous Material Description. Each Homogeneous Material was then categorized as thermal, surfacing, or miscellaneous; then quantified and classified as either friable or not friable. Please keep in mind that materials classified as not friable at the time of the survey may become friable overtime or during renovation activities. A few of the suspect ACM found in this building include drywall, floor tile, fire doors, pipe insulation, and ceiling tiles.

Identified suspect ACM were then either sampled for the presence of asbestos or assumed to contain asbestos. The Inspector made every attempt to collect samples from each identified suspect ACM, however in some cases sample collection was not feasible. An example of this

Project No. 070180 February 6, 2008 would be fire doors, in order to sample a fire door a whole must be drilled into the core of the door thus permanently damaging the door and potentially causing a fiber release.

Samples from each remaining suspect materials were collected in random locations. A unique Sample No. was assigned to each sample collected to link it to the corresponding material.

Sample numbers begin with the materials Homogeneous Material No., and then two figures starting with 01 were added to the end. For example, sample number 101 was collected from material number 1. If additional samples were collected from the same material, sample numbers increased consecutively, therefore sample numbers 101, 102, 103 would all be from Material No. 1.

The number of samples collected from each material was determined by regulatory requirements and the Inspector’s findings. Regulatory requirements for each of the three material classifications are as follows:

• Friable Surfacing Materials require either 3, 5, or 7 samples depending on the amount of material present. (3 for <1,000 sq.ft., 5 for 1,000 to 5,000 sq.ft., and 7 for >5,000 sq.ft.)

• Thermal system insulation requires a minimum of 3 samples

• Miscellaneous and not friable materials require a minimum of 1 sample.

Once collected, samples were properly packaged and shipped via Federal Express to an independent, properly accredited laboratory for analysis. Analytical results have been included at the end of the Survey Data Section for each building.

Findings

Asbestos

During the survey process nine suspect asbestos containing materials were identified. One of these suspect materials were identified through laboratory analysis to contain asbestos and two were assumed to contain asbestos. The attached Homogenous Material Reports provides more detail on each of the nine suspect asbestos containing materials and their asbestos content. The attached section titled Survey Reports provides a room by room detail of the homogeneous materials identified as suspect ACM and their asbestos content.

Project No. 070180 February 6, 2008

Lead Based Paint

The current primary color used in the building is white, however during sample collection it was evident that previous colors were used. Three different paint samples were sampled with results as follows:

Sample No. Color Results 101 Brown <0.03% 201 Tan <0.01%

Recommendations

Based on the findings of the Inspector, the following recommendations have been made:

• Contract a licensed Asbestos Project Designer to review upcoming renovation plans along with the asbestos inspection to properly design any necessary abatement projects.

• Contract a licensed asbestos abatement contractor to properly remove ACM that will likely be disturbed during upcoming renovation activities.

• Provide at a minimum 2 hours of asbestos Awareness Training to all maintenance/custodial staff assigned to the main building. Training should be site specific.

• It is recommended that any asbestos abatement activities be monitored by a third party asbestos consultant.

• Periodically re-inspect and assess the condition of materials that are either known or assumed to contain asbestos. Should a material become damaged, have it properly repaired or removed by a licensed abatement contractor. Please keep in mind that materials that are classified as not friable at the time of the survey, may become friable overtime or during renovation activities.

• Should a material be discovered that does not clearly match the materials identified in this report, contact Asbestos Abatement, Inc. to have the material properly tested for asbestos.

• Treat all painted surfaces as lead containing. Demolition or renovation activities should be conducted by properly trained personnel only.
