About this file

Summary

This is a comprehensive Project Manual and Construction Specification Document for the Emergent East Parking Structure Repair project (506-25-104) at the Ann Arbor VA Healthcare System in Michigan. The 100% design document establishes detailed construction requirements for parking garage repairs spanning multiple specification sections including concrete repair, reinforcement, cast-in-place concrete, vehicular traffic coatings, joint sealants, expansion joint covers, painting, plumbing systems (storm drainage, fixtures, insulation), standpipe systems, and pavement markings. Key technical requirements include concrete repair using polymer-modified cementitious materials, application of polyurethane traffic coatings with 5-year manufacturer warranty, comprehensive safety protocols requiring site-specific accident prevention plans and activity hazard analyses, quality control with three-phase inspections (preparatory, initial, follow-up), and extensive submittal requirements for shop drawings and material certifications. The contractor must maintain a Site Safety and Health Officer on-site during all work, comply with OSHA and EM 385-1-1 standards, manage construction waste with minimum 50% diversion from landfills, coordinate traffic phasing to minimize disruption to ongoing facility operations, and prepare as-built documentation in both printed and digital formats within 15 days of project completion phases.

The specifications emphasize contractor responsibility for surface preparation, installation quality, testing, and compliance with referenced standards including NFPA, ASTM, ACI, and IPC codes. Notable requirements include thermal insulation of plumbing systems per ASTM standards, installation of manual dry standpipe systems per NFPA 14, use of NSF-certified materials for potable water systems with lead content not exceeding 0.25%, and coordination of all work with VA personnel to maintain uninterrupted facility operations. The document mandates pre-construction meetings, monthly schedule updates using Critical Path Method scheduling, warranty management plans with 4 and 9-month inspections, and final performance and payment bond requirements per FAR clause 52.246-21. Design and construction completion is scheduled for March 25, 2026, with the VA serving as the contracting authority through the Ann Arbor Medical Center, coordinated by project manager Andrew Kennedy at Guidon.

The complete working schedule shall reflect the Contractor's approach to scheduling the complete project. The final Project Schedule in its original form shall contain no contract changes or delays which may have been incurred during the final network diagram development period and shall reflect the entire contract duration as defined in the bid documents.
