About this file

This Addendum #1 document pertains to a chiller replacement project at Louisiana Tech University in Ruston, Louisiana, issued by the university's Purchasing Office in conjunction with the design firm Aillet, Fenner, Jolly & McClelland, Inc. The project involves removal of an existing water-cooled chiller, pumps, cooling tower, and associated electrical equipment, with installation of a new air-cooled chiller, pumps, hydronic piping, and related architectural, electrical, and structural work. A mandatory pre-bid meeting was held on September 24, 2026 at 10:00 a.m., with bids due on October 7, 2026 at 2:00 p.m. Only prime bidders who attended the entire pre-bid meeting are eligible to submit bids. The project completion deadline is 180 days from the Notice to Proceed, with project award anticipated in late October 2026 and contract execution and Notice to Proceed expected by end of October or early November 2026. Site visits are permitted during normal business hours with check-in required at the Louisiana Tech Physical Plant Office. The addendum includes mechanical drawing modifications and clarifications related to pump schedules, demolition and renovation notes, and chilled water piping diagram specifications.

The Engineer's Opinion of Probable Cost is $275,000, with no alternates included in the project. Bidders must provide bid security of not less than five percent of the base bid and must be licensed under Louisiana Contractors Licensing Law for the mechanical classification. Liquidated damages are assessed at $500 per day for failure to achieve substantial completion by the deadline. The successful bidder will be required to furnish performance and payment bonds and have the job foreman attend the pre-construction meeting, subject to owner approval. Long lead-time equipment considerations include chillers (9-17 weeks), pumps (12-18 weeks), and VFDs (3-4 weeks), with contractors responsible for documenting all equipment and material delays and notifying the owner and engineer within 72 hours of delay notification. The project is scheduled to avoid major university closures, including quarter break (March 3-10, 2027), Easter holiday (March 26-29, 2027), and the last day of Spring classes (May 22, 2027). Additional site requirements include portable toilets, daily cleaning and debris disposal, protection of existing fixtures, and strict workplace conduct standards including prohibition of smoking, vaping, firearms, drugs, and alcohol on campus.
