About this file
This is a Questions and Answers document for IRS contract 5000229916 regarding shred service at Brookhaven Service Campus, located at 1040 Waverly Avenue, Holtsville, NY 11742. The document clarifies key operational and contractual requirements for prospective vendors.
The contractor must supply and deploy approximately 165 secure 95-gallon collection bins throughout the facility prior to October 1, 2026. Weekly service will cover 6 to 25 designated bins that the IRS will position at the loading dock; the vendor meets the IRS at the loading dock rather than inspecting all bins. All shredding must be performed on-site using mobile shredding equipment to render Federal Tax Information (FTI) unreadable and incapable of reconstruction, with removal of unshredded documents strictly prohibited. An IRS representative witnesses each destruction event, and the contractor must provide a Certificate of Destruction emailed to the company's point of contact the same day. The mobile shredding vehicle pulls up to the loading dock door without entering the building; there are no overhead limits or other vehicle access restrictions. Contractor personnel must have a Real ID or valid passport with their license to enter the property and be placed on a clearance list prior to site access; no background investigations are required. The IRS intends to set this acquisition aside for small business (SB) as a Firm-Fixed Price contract with Unit Rate pricing per bin tipped. Historical weekly volumes from June through August 2026 ranged from 3 to 21 bins, with the contractor expected to price for the possibility of servicing up to 25 full containers weekly. The contractor must designate a point of contact for employee verification purposes.
