About this file

This document outlines the Step-One Technical Proposal Factors for a fire detection system installation project in an occupied, secure facility.

Factor 1 – Technical Approach requires bidders to submit management and qualifications information, including bidder expertise, key personnel with roles and certifications, and subcontractor details. Mandatory certifications include NICET Level III fire-alarm technician certification for the installer, NFPA 72 certification by a UL-listed alarm company, and a qualified design professional (NICET Level III minimum or Licensed Professional Engineer) to provide sealed shop drawings. Cabling installer personnel must be BICSI-certified, the Installation Supervisor must be a Level II Installer, and the Testing Supervisor must hold BICSI RCDD certification. Bidders must also present a narrative technical solution addressing project challenges and constraints, unique considerations for working in an occupied secure facility with minimal operational disruption, schedule impacts and mitigation strategies (accounting for institution emergencies, entry/exit procedures, work hours, and Federal holidays), assumptions with explanations, and a contract closeout plan with required submittals.

Factors 2-5 address experience, materials, schedule, and bonding/insurance. Factor 2 requires submission of two to five projects completed within the last five years demonstrating relevant fire detection experience in occupied or secure facilities, with at least one project showing smoke evacuation system experience in high-rise buildings; each project submission is limited to two pages. Factor 3 requires a comprehensive material list with descriptions, units, and quantities, excluding pricing information. Factor 4 requires a Gantt chart or similar schedule demonstrating understanding of the 100% completed technical specifications and construction drawings. Factor 5 requires a Letter of Bondability from the surety on company letterhead confirming single project limit and aggregate bonding capacity with Department of Treasury Circular 570 verification, and a Certificate of Insurance naming the bidder as insured with policy numbers, effective/expiration dates, coverage types and limits matching solicitation requirements, and issuer contact information.

A minimum of one project should show experience with smoke evacuation system in a high rise building. If more than five (5) projects are submitted, only the first five (5) will be evaluated. The projects submitted shall be limited to no more than two (2) pages of each project submission. Additional pages above the limit for each project will not be evaluated.
