About this file

This is a Scope of Work document for an Invitation for Bid (IFB) issued by Davis Technical College in Kaysville, Utah, for on-demand window cleaning services at its main campus. The College seeks a single vendor capable of providing exterior and interior window cleaning services across five campus buildings: Simmons Entrepreneurship Building, Main Building, Barlow Building, Allied Health Building, and Welding Building. Services are required on an on-call basis, typically twice annually (spring and fall), with the College providing at least five business days' notice before each service request. A mandatory pre-bid walkthrough is scheduled for March 26, 2026, at 2:00 PM MST at the Main Building Rotunda. The contract will be awarded to a single vendor for a five-year term with firm pricing guaranteed for the entire contract period. Contractors must have a minimum of three years' experience in similar window cleaning services, preferably in higher education settings, and must provide three references and documentation of relevant certifications.

Pricing for services varies by building location and cleaning option, with contractors bidding per-service rates for five cleaning options ranging from exterior-only cleaning to cleaning individual glass panes at heights above or below ten feet. All costs must be all-inclusive, encompassing labor, equipment (including cranes or lifts), safety devices, cleaning materials, insurance, and transportation. Contractors must maintain General Liability Insurance of at least $1,000,000 per occurrence and provide proof of Workers Compensation coverage prior to contract execution. The College is exempt from sales and excise taxes and will issue purchase orders for each service request, with payment due within thirty days of invoice receipt. No guarantee of minimum spending is provided by the College, and the College reserves the right to award the contract to multiple bidders if beneficial or to reject all bids following evaluation. Technical evaluation will assess contractors' capability to meet scope requirements, qualifications, experience, and certifications before cost evaluation proceeds.
