About this file

This Request for Proposal (RFP) with Addendum No. 1 is issued by Summit County, Utah, through County Engineer Brandon Brady, P.E., soliciting qualified civil engineering firms to provide professional design services for the Hallam Road Extension project. The project consists of designing a new roadway approximately 3,000 feet in length within Kamas City limits, featuring a 70-foot right-of-way that includes sidewalks, park strip, curb and gutter, storm drainage, roadway design, and utility coordination following Kamas City Standards. The consultant's responsibilities encompass geotechnical soils reports, preliminary engineering, alignment and profile design, drainage and stormwater management design, utility coordination and conflict resolution, and preparation of construction plans, specifications, and cost estimates. The scope of services is structured in three design phases: Preliminary Design (30%), Intermediate Design (60%), and Final Design (100%), with design review meetings required at 30%, 60%, 90%, and 100% completion milestones. Proposals are due on or before 2:00 p.m. on December 16, 2025, submitted electronically to jaharris@summitcounty.org and CC'd to bbrady@summitcountyutah.gov. All 100% design deliverables, project specifications, and necessary documents must be submitted by May 1, 2025. Addendum No. 1, issued November 25, 2025, adds a requirement that the engineering firm provide a right-of-way plat following completion of the alignment and design, as no right-of-way is currently platted through the parcel owned by Francis City; acknowledgment of this addendum is mandatory and must be included in bid proposals or the proposal will be rejected.

Proposals will be evaluated using weighted scoring criteria: qualifications and experience of key personnel (25%), firm's relevant experience on similar projects (25%), and proposed fee (50%). The proposal must include statements of qualifications, firm resources, one-page maximum resumes for project manager and key personnel, demonstrated experience in scope of work areas, proposed project team composition with roles and sub-consultants, project descriptions and references from at least three similar projects completed within the past three years including project managers, completion years, and fees, a proposed schedule to complete the work, and a proposed price for scope completion. Additional work beyond the included scope should be presented on an hourly basis per individual plus expenses. The owner will provide a complete topographic survey file with record of survey plat and a wetlands delineation study. Summit County reserves the right to reject any and all proposals, does not obligate itself to pay preparation costs, and may negotiate tasks and contingencies; the contract must be approved by the County Manager, and a Notice to Proceed will not be issued until the contract is signed and all insurance requirements are satisfied.
