About this file
This file is an email correspondence between Altitude Engineering and Summit County, Utah, addressing technical questions related to the Hallam Road Extension Civil Design project. The project involves the design of a new 3,000-foot roadway extending south from W 200 S through Parcel KT-577-X to the southern parcel boundary in Kamas City. The design scope includes a 70-foot right-of-way roadway following Kamas City Standards, encompassing sidewalks, park strip, curb and gutter, storm drainage systems, roadway design, and utility coordination. Jacob Harris, Engineer I for Summit County, responded to three specific inquiries regarding project requirements and clarifications.
The responses clarified key project requirements: the right-of-way has not yet been platted through the parcel, and the engineering firm will be responsible for providing a plat after completing the alignment and design; the Stormwater Pollution Prevention Plan (SWPPP) is excluded from this scope of work and will instead be the contractor's responsibility during the construction phase; and the project will require onsite stormwater management, as no existing storm drainage system is available in the area to tie into, with detention basins potentially needed if the storm drainage study determines runoff exceeds infiltration capacity and no natural outfall exists. The parcel is currently owned by Francis City.

Subject: RE: Hallam Road Extension RFP Questions
Hello Blayde,
1. There is currently no right-of-way platted through the parcel (owned by Francis City) and the engineering company will need to provide a plat for the right-of-way after we complete the alignment and design.
2. This scope of work will not include the SWPPP. The contractor will be responsible for providing the
SWPPP once we are entering construction.
3. The storm drainage system will need to be managed locally. If the storm drainage study determines that the runoff exceeds infiltration and there is no natural outfall, detention basins may be needed. There is currently no storm drainage system within the area.
Thank you, Jacob Harris

Subject: Hallam Road Extension RFP Questions
Hello Jacob, Your contact information was listed on the Hallam Road Extension Project RFP. Altitude Engineering intends to submit a proposal for the project, and while I was reviewing the RFP, I came up with a couple questions.
Those are below. Please let me know on these couple things if you don't mind.
• Has the Right-of-Way already been platted through parcel KT-577-X or will the Engineer need to work with the surveyor to determine the final Right-of-Way?
• Will the Engineer be responsible for providing a SWPPP document?
• Is there a storm drainage system available to tie into or will the storm water need to be managed on-site with a storm water retention system?
Thank you, Blayde McIntire, PE
