This document comprises the contract documents and technical specifications for the 2023 Community Development Block Grant (CDBG) Kraemer Avenue Milling and Paving Project issued by the Borough of Stroudsburg, Monroe County, Pennsylvania. The work includes complete milling and paving of Kraemer Avenue from North 2nd Street to North 3rd Street, encompassing mobilization and demobilization, maintenance and protection of traffic, milling to a depth of 1.5 inches from curb to curb, installation of tack coat, placement of 9.5mm wearing course asphalt, sealing of all joints adjacent to curbs, inlets, manholes, concrete edges, and existing pavement edges, and pavement notches at driveways and intersections. The project excludes adjustment of inlets, manholes, gas valves, and water valves, which will be handled separately by the Borough Department of Public Works. Sealed bids are due March 31, 2026, at 11:00 A.M. via PennBid, with public opening and reading at Peters Consultants, Inc., 2701 Columbia Boulevard, Bloomsburg, Pennsylvania. Bid security of 10 percent of the total bid price is required in the form of an approved bid bond payable to the Borough of Stroudsburg, with performance and payment bonds at 100 percent of the contract amount required prior to execution of the agreement. Prevailing wage rates established by the Pennsylvania Department of Labor and Industry and the U.S. Department of Labor are mandatory for all workers, as the project exceeds $25,000. The contract incorporates Community Development Block Grant compliance requirements, including minority and women's business enterprise (MBE/WBE) participation goals of 5 percent for minority businesses and 3 percent for women businesses. Retainage of 10 percent is held on all material until 70 percent delivery, with potential reduction to 5 percent upon execution of all change orders and proof of supplier payment. The contract is contingent upon obtaining all necessary local, state, and federal permits, with the Owner reserving the right to terminate without claims for damages or costs if permits are not secured. Funding is provided in part by federal dollars from the Department of Homeland Security Federal Emergency Management Agency under the Fiscal Year 2023 Flood Mitigation Assistance Swift Current grant program, administered through the Pennsylvania Emergency Management Agency and the Borough of Stroudsburg. A two-year insurance warranty bond covering all materials and workmanship is required, and the Contractor must comply with Davis-Bacon wage rates, equal employment opportunity provisions, non-discrimination and sexual harassment policies, and federal drug-free workplace requirements.
