About this file

This document is a comprehensive Technical Specifications manual for the Ann Street Parking Garage Rehabilitation Project located in Stroudsburg, PA, governed by PennDOT Publication 408 Specifications. The project involves comprehensive repair and restoration of a two-story precast Double T parking structure with approximately 150 parking spaces, including joint replacement, concrete repairs, coating installation, and miscellaneous rehabilitation work. Key work elements include concrete surface cleaning and repairs, joint sealant replacement, protective coating application, painting of exposed steel surfaces and exterior handrails, and installation of pavement markings and directional signs. The project specifications outline detailed requirements for surface preparation, material selection, application methods, quality assurance, and performance criteria for various construction activities.

The technical specifications provide extensive technical guidance for contractors, specifying acceptable materials from manufacturers like Sika Corporation, with precise requirements for concrete repairs, protective coatings, and painting. Contractors must submit comprehensive documentation, including product data sheets, safety data sheets, material certifications, and performance test records. The project requires adherence to multiple industry standards, including ASTM, ACI, and PennDOT specifications. All work will be paid through a contract lump sum price, which includes labor, materials, testing, submittals, tools, and equipment, with all disposal costs for debris to be included. The specifications emphasize quality control, material compatibility, and proper execution to ensure the long-term durability and performance of the parking structure rehabilitation.

In the event that the Work is behind the CPM Schedule, the CPM Schedule shall be revised, through the use of overtime Work or by other means, to insure that the Work is completed within the Contract time. Under these circumstances, overtime Work to recover the schedule shall be performed at no additional cost to the Owner.

5. SHOP DRAWINGS AND MANUALS

Shop Drawings are defined as drawings, diagrams, illustrations, Schedules, performance chart, brochures and other data prepared by each Contractor which illustrate how specific portions of the

Work shall be fabricated and/or installed.

Shop Drawings are not part of the Contract Documents, but are a supplementary means of communications to assist in the understanding of what each Contractor proposes to provide and to establish that whatever he intends to install either does or does not conform to the drawing and

Specifications.

In the instance of a request for a substituted item, each Contractor shall verify that it shall fit into the space allocated to the originally required item giving due regard to all other trade requirements.

Where modifications to the Contract Documents are proposed, the Contractor must clearly indicate such deviation in writing in his transmittal letter. If the modification and/or substitutions are agreed to by the Engineer, the Contract Documents shall be appropriately modified. However when additional Work is required, the Contractor is advised that he must pay the Engineer for redesign to accommodate that revised substitution as well as pay other Contractor’s for extra Work required by them for the change. No increase in the Owner's construction cost shall be allowed.

6. CATALOG SHEETS

For standard manufactured items considered by the Engineer as not requiring special Shop

Drawings, each Contractor shall submit six (6) copies of Manufacturer's catalog sheets showing illustrated cuts of the items to be furnished, all details, sizes, dimensions, performance characteristics capacities, wiring and control diagrams and all other pertinent information.

The Engineer shall retain four (4) copies and return two (2) copies to the Contractor submitting the catalog sheets.

7. SHOP DRAWINGS

Each Contractor shall submit for review six (6) white prints of shop and working drawings of materials fabricated and/or supplied especially for his Contract, and of equipment and materials for which such drawings are specifically requested.

Prior to submitting drawings to the Engineer, the respective Contractor shall check thoroughly all such drawing to satisfy himself that the subject matter conforms to the plans and Specifications in all respects. Drawings which are correct shall be marked with the date, checker's name and certification of the Contractor's approval, and then shall be submitted to the Resident Project

Representative. Any Shop Drawings submitted without the respective Contractor's certification shall be returned without review.

The Engineer shall retain four (4) copies and return two (2) copies to the respective Contractor.

Shop Drawings shall show the principal dimensions, weight, structural and operating features, performance characteristics and wiring diagrams, space required, clearances, type and/or brand of finish or drawing. When it is customary to do so, when the dimensions are of particular importance or when so specified, the drawings shall be certified by the Manufacturer or fabricator as correct for this Contract.

When so specified or if considered by the Engineer to be acceptable, Manufacturer's

Specifications, catalog data, descriptive matter, illustrations, etc., may be submitted for review in place of shop and working drawings. In such case the requirements shall be specified for shop and working drawings, insofar as applicable.

Each Contractor shall be responsible for the prompt submission of all shop and working drawings in accordance with the Shop Drawing Schedule so that there shall be no delay to the Work due to the absence of such drawings.

No material shall be purchased or fabricated especially for this Contract until the required shop and working drawings have been submitted and reviewed as conforming to the Contract requirements.

All materials and Work involved in the construction shall then be as represented by said drawings.

The Engineer's review of shop and working drawings shall follow a general check made to ascertain conformance with the design concept and functional result of the Project and compliance with the information given in the Contract Documents. Each Contractor is responsible for details and accuracy, for conforming and correlating all quantities and dimensions at the job site; for information that pertains solely to the fabrication processes or to techniques of construction; and for coordination of the Work of all trades.

No Work shall be started or materials and equipment ordered until submittals are approved.

8. FIELD DISTRIBUTION

Each Contractor shall be responsible for the required number of processed drawings or catalog cuts for field distribution to all necessary Contractors.

Each Contractor shall have the overall responsibility for coordinating the necessary information to properly coordinate the Work.

Tag or label shall be large enough to provide a blank space for review stamps.

Samples of items submitted for destructive tests or for use in testing mixtures with other materials shall not be returned. Review of these items shall be given by letter.

When reviewed, one sample of each item, not submitted for destruction, shall be returned to the respective Contractor and shall be kept and maintained in good condition in the submitting

Contractor's office at the Project site for later use in comparison with material actually delivered for the Work. When samples of large fabricated items or of costly items are required, reviewed samples may be installed in the Work if the exact location of such samples is recorded on the

Engineer's Record Drawings.

10. CERTIFICATIONS AND TESTS

Two (2) copies of certifications and reports of tests when required under the various sections of the Specifications shall be submitted to the Engineer.
