2. NEW ROADWAY SURFACES
2.1 Superpave Wearing Course WMA/HMA 9.5 MM
The Superpave Wearing Course WMA/HMA 9.5 MM shall consist of a composition of materials and mixture meeting the PennDOT, Form 408 Specifications, Section 409, as last revised, warm-mixed or hot-mixed and warm-laid or hot-laid on the Superpave Base Course. PG-64-22 oil should be used to seal the surface, the ESAL count for the mixes should be 0.0-<0.3MIL and SRL
Designation L.
The Superpave Wearing Course WMA/HMA 9.5 MM shall be placed as designated on the bid sheet, compacted, with a self-powered asphalt paver to provide a compacted surface true to the line, grade, depth, and crown. The paver shall overlap all joints by two (2) to three (3) inches. Materials shall not be allowed to remain in the transporting vehicle for more than one-half (1/2) hour after reaching the Work area. All bituminous paving material shall be covered to prevent heat loss.
Immediately after placing, the mix shall be compacted with a ten (10) ton steel-wheeled tandem roller or steel three-wheeled roller. Intermediate rolling with a pneumatic-tired roller capable of applying sixty (60) PSI ground contact pressure shall be done after initial rolling.
Rolling shall be done with a ten (10) ton, two (2) or three (3) axle tandem roller. Rolling shall progress, parallel to the centerline of the roadway, from the sides to the center with overlapping of one-third (1/3) of the roller width on each successive pass. The drive wheel of the roller shall be positioned toward the un-compacted mix unless directed otherwise by the Engineer. Rolling shall continue until all surface irregularities are eliminated and the material meets the Marshall Plan density of at least ninety-five (95) percent. Areas inaccessible to the roller shall be thoroughly compacted by means of a vibratory plate compactor or a hand tamper. The rollers shall only pass over an unprotected transverse edge of the pavement when the present lift is discontinued and the mix is chilled.
Unless otherwise allowed, deliver, place, and compact 9.5mm paving mixtures during daylight hours. Ensure the mixture does not contain lumps of cold material. Deliver and place 9.5mm paving mixtures at the laying temperatures.
The surface of the 9.5mm compacted wearing course shall not vary by more than one quarter (1/4) inch from the lines, grades, and cross-sections as shown on the Plans and as directed by the
The wearing course adjacent to curbs, inlets, manholes, other structures, and previously laid bituminous material shall be sealed with warm or hot bituminous material identical to that used as the asphalt cement for the Superpave Wearing Course 9.5mm mix. The sealing material shall be applied by means of squeegees immediately after final rolling to fill the surface voids and provide a watertight joint. Care shall be taken to prevent spattering, with sealing material, surfaces that will not be in contact with the asphalt-aggregate mixture.
3. ROADWAY WIDENING AND REBUILDING
3.1 Superpave Wearing Course WMA/HMA 9.5 MM
See Item 2.4
In addition, areas of the existing roadway surface not requiring adjustments with a base course shall be prepared with a tack coat of eight hundredths (0.08) gallons per square yard of emulsified asphalt diluted one (1) part water to one (1) part emulsified asphalt. The water on the surface shall be allowed to evaporate before the wearing course is applied.
3.2 Sealing
All sawcuts and areas identified in 2.1 above shall be sealed with warm or hot bituminous material identical to that used as the asphalt cement for the Superpave Wearing Course WMA/HMA 9.5
MM mix.
4. MEASUREMENT AND PAYMENT
Payment for this item shall be included in each item of Work required, as shown on the Bid Form, complete in place in accordance with the Contract Documents and good construction practice, including all materials, operation, workmanship and appurtenances for a complete job and shall
NOT be paid separately under this Contract.
SECTION 01191
PA ONE CALL
The Contractor is required to notify Pennsylvania One Call System, Inc. 1-800-242-1776 three working days before excavation begins or as required by current regulations during the construction. Doing so will allow the utilities an opportunity to locate and mark their underground facilities in advance of the planned excavation.
Hand dig within the tolerance zone.
Protect and preserve these approximate markings until they are no longer required for safe proper excavation.
If the markings of facilities are destroyed or removed before excavation commences or is completed, the excavator must re-notify PA One Call System, Inc. and the company locator should remark the location within two working days of the notice.
Maintain a reasonable clearance between any subsurface utility facility and the cutting edge or point of powered equipment, to the limits as required by current law or regulations.
Marking indicates only the approximate location of buried lines. Hand-dig test holes in a careful and prudent manner to determine the precise location of underground utility lines. Upon hand digging, if you are still unable to determine the exact location of the lines, call PA One Call System, Inc. or the utility company for assistance prior to any excavation.
If you must expose a utility line, state law requires you to protect and support the line while working on site. Ask the company locator for help and advise when you are near underground facilities.

2. CONSTRUCTION
A. Equipment:
Use a milling machine designed and built for this type of Work. Provide a machine with an effective automatic grade and slope control system and has the capacity to mill pavement.
B. Milling Operations:
Mill so the finished surface is free from gouges, grooves, and ridges and is in accordance with the surface tolerance requirements of Penn DOT Pub 408
Specifications, Section 401.3(k), or as directed by the Engineer. Pick up and move milled material immediately after the milling operations. Use care to remove the existing bituminous material around all utility facilities within the Work areas.
Repair or replace, to the satisfaction of the utility Owner, utility facilities which are damaged by the milling operation. Control the rate of milling to avoid tearing of the mat, resulting in chunky and non-uniformly milled material. Separate oversize and chunky milled material, as directed. Keep the milled pavement surface free of all loose materials and dust.
C. Disposition of Milled Material:
Satisfactorily dispose of the milled material at a PA Department of Environmental
Protection approved Site.
