About this opportunity

The Borough of Stroudsburg in Monroe County, Pennsylvania, is seeking sealed bids for the rehabilitation of the Ann Street Parking Garage, a project focused on renewing and repairing an existing parking structure originally constructed in 2004. The primary objectives include addressing deterioration of the second-floor elevated deck comprised of precast concrete "Double T" slabs, specifically targeting longitudinal joints, pour strips, and isolated areas of cracking and spalling. Contractors will be responsible for comprehensive concrete repairs, applying protective coatings to enhance surface durability, and restoring structural integrity across approximately 150 parking spaces. Bidders must submit comprehensive documentation, including statements of qualifications, non-collusion affidavits, and compliance with prevailing wage requirements for contracts exceeding $25,000. An optional pre-bid walkthrough is scheduled for October 14, 2025, at 11:00 A.M., with sealed bids to be received online via PennBid until 11:00 A.M. on November 18, 2025, when they will be opened and reviewed during the evening council meeting.

The contract requires a 10% bid bond and includes provisions for liquidated damages of $1,500 per calendar day for project delays. Contractors must provide a two-year Insurance Warranty Bond covering materials and workmanship, and comply with non-discrimination and labor regulations. The project is contingent upon obtaining all necessary local, state, and federal permits, with the Borough reserving the right to terminate the agreement if permits are not secured. Funding for the project comes from statewide LSA and RACP funds, which may impose additional compliance requirements. While no specific incumbent vendors are mentioned, the project requires strict adherence to Pennsylvania Steel Products Procurement Act regulations and mandates 100% payment and performance bonds. Insurance requirements are extensive, including comprehensive general liability coverage with $1,000,000 per occurrence and $2,000,000 annual aggregate limits, worker's compensation following Pennsylvania statutory requirements, and automobile liability coverage. The total project budget and specific award value are not explicitly stated in the provided documentation.
