About this file

Summary

This is a demolition scope narrative and early-work documents package for LEAD Public Schools, a Nashville, Tennessee-based public school system, in conjunction with MZA Architecture & Interiors serving as the architect. The document establishes the demolition scope for two buildings—Building A (446 Metroplex Drive, 12,380 square feet per floor) and Building B (1221 Antioch Pike, 17,800 square feet per floor)—as part of a broader redevelopment of the Metroplex office campus into a school and organizational campus. Building B will serve as the primary K-5 academic facility with instructional spaces and cafeteria, while Building A will house administrative offices, NEST services, community spaces, and professional development facilities. The demolition work comprises selective interior demolition of non-structural components including interior walls, doors, windows, finishes, ceilings, fixtures, and ductwork while preserving all structural elements, roof assemblies, exterior envelopes, utilities, and life-safety systems. LEAD seeks to select a Construction Manager (CM) to validate demolition scope, competitively procure qualified demolition subcontractors, analyze bids, recommend award, and manage work execution. The RFP is limited to demolition and early-work services unless LEAD separately authorizes additional construction services. Permit tracking numbers T2026063342 (446 Metroplex Drive) and T2026063343 (1221 Antioch Pike) have been submitted to Metro for review, with debris management and noise mitigation plans required for each permit.

The selected CM must coordinate a pre-demolition asbestos survey, develop comprehensive subcontractor bid packages incorporating demolition drawings, utility requirements, and logistics constraints, obtain competitive bids from qualified demolition contractors, prepare bid analysis with scope clarifications, and provide written award recommendations to LEAD before subcontract execution. Building access and demolition sequencing will be phased based on LEAD's occupancy coordination and tenant turnover, with no demolition authorized in occupied or unreleased areas without written LEAD approval. Site logistics, staging, access constraints, and contractor working-hour restrictions must be identified during preconstruction review. Proposers should identify the earliest feasible mobilization date and anticipated demolition duration for each building, with critical dependencies including permit approvals, asbestos clearance, tenant turnover, utility shutdowns, and design clarifications. Upon completion, each demolition area shall be left broom-clean, secure, and ready for renovation, with closeout documentation including debris-management records, permit documentation, photographic evidence, utility capping documentation, and subcontractor closeouts. No pricing, contract terms, or specific award dates are provided in this demolition scope document.

Demolition Scope Narrative - Draft for RFP

Buildings B and A | 1221 Antioch Pike / 446 Metroplex Drive | Nashville, Tennessee

1. PROJECT OVERVIEW

LEAD Public Schools is advancing the redevelopment of the existing Metroplex office campus into a school and organizational campus. Building B is planned as the primary academic building for the K-5 program, including supporting instructional and student-service spaces and the cafeteria/kitchen. Building A is planned for office, NEST, community, professional-development, meeting and other program uses, with final programming continuing to be coordinated as design advances. The demolition work is being advanced as an early-work package to create schedule flexibility and prepare both buildings for the subsequent renovation program.

This RFP is intended to select a Construction Manager (CM) for the demolition/early-work phase.

The selected CM will work with LEAD and the design team to validate the demolition scope, competitively procure qualified demolition subcontractor(s), level bids, recommend award, and manage execution of the work. This engagement is limited to the demolition/early-work scope unless LEAD separately authorizes additional services or construction work.

2. BASIS OF DEMOLITION SCOPE

The demolition scope shall be based primarily on the current architectural demolition drawings for

Buildings A and B, together with field verification and any subsequent clarifications or addenda issued by LEAD or the design team. The drawings govern the location and extent of demolition.

The narrative below is intended to supplement the drawings and establish the CM responsibilities and project assumptions for procurement and execution.

3. BASE DEMOLITION SCOPE

Perform selective interior demolition in Buildings A and B as indicated on the demolition drawings, including removal of existing interior construction, finishes, fixtures and building systems designated for removal.

Remove demolished materials from the site and legally dispose of or recycle debris in accordance with applicable requirements and the Metro debris-management process.

Sawcut, cap, disconnect, safe-off and otherwise prepare existing services and systems where demolition interfaces with construction that will remain.

Protect all structure, roof assemblies, exterior envelope components, utilities, equipment, life-safety systems and other existing conditions designated to remain.

Maintain the buildings in a weather-tight and secure condition throughout demolition, including temporary closures or protection at openings created by the work.

Coordinate demolition limits with the anticipated subsequent renovation so that work does not create unnecessary replacement, patching or rework.

Provide temporary protections, dust/debris control, access control, housekeeping and safety measures appropriate to the work and any adjacent occupied or active areas.

4. BUILDING SYSTEMS, UTILITIES AND ITEMS TO REMAIN

Existing-condition information indicates that both buildings contain rooftop/split HVAC equipment, plumbing systems, electrical service and distribution, and life-safety systems;

Building B also contains an existing hydraulic elevator. The condition assessment is informational only and does not direct demolition. The demolition drawings and design-team direction shall establish what is removed, retained, protected or temporarily maintained.

5. HAZARDOUS MATERIALS / ASBESTOS

A pre-demolition asbestos survey is required before demolition may proceed. If the survey is not available at the time the CM RFP is issued, LEAD intends to provide it when available and/or by addendum. The CM shall coordinate the demolition bid package around the final survey results and shall identify any required abatement as a separate, clearly defined scope. No suspect material shall be disturbed contrary to the final hazardous-material requirements.

6. SITE ACCESS, OCCUPANCY AND LOGISTICS

LEAD is actively coordinating turnover and vacancy of the existing buildings. Building access and the ability to perform demolition may therefore be phased. The CM shall develop a demolition logistics and sequencing plan that accommodates the actual release of space by

LEAD and protects any remaining occupants, adjacent tenants, public access and property that is not part of the demolition scope.

No demolition shall begin in an occupied or unreleased area without written authorization from LEAD.

The CM shall coordinate temporary barriers, safe egress, utility continuity, deliveries, staging, dumpsters and debris removal around any remaining occupancy or adjacent operations.

The CM shall identify any site-access, staging, laydown, dumpster or working-hour constraints that could affect pricing or schedule during its preconstruction review and subcontractor procurement.

7. PERMITTING AND DEBRIS MANAGEMENT

Architectural demolition drawings for both buildings have been submitted to Metro for permit review. Current permit tracking numbers are T2026063342 for 446 Metroplex Drive and

T2026063343 for 1221 Antioch Pike. The selected CM shall coordinate with LEAD and the

Architect regarding permit comments and information required from the demolition contractor.

A Debris Management Review is required for each permit. The selected contractor shall complete and submit the required debris-management information/forms for each building and provide supporting documentation as required.

A Noise Mitigation Plan is required for each permit. The selected contractor shall complete and submit the required noise mitigation form for each building and provide supporting documentation as required.

The CM shall track permit comments affecting demolition and promptly coordinate responses with the Architect/design team and LEAD.

The CM shall not proceed with work requiring permit approval until the applicable authorization has been obtained.

8. CM PRECONSTRUCTION AND TRADE PROCUREMENT RESPONSIBILITIES

Immediately upon selection, the CM will be expected to move the demolition package quickly from permit drawings to executable trade contracts. At a minimum, the CM shall:

Conduct a field walk with LEAD and the design team and reconcile visible existing conditions with the demolition drawings.

Prepare a complete demolition subcontractor bid package incorporating the drawings, this narrative, asbestos information, utility/retention requirements, logistics requirements and schedule.

Competitively solicit qualified demolition subcontractors and obtain a sufficient bid pool to support a clear market comparison.

Prepare a bid tab/leveling analysis identifying scope gaps, exclusions, assumptions, alternates and schedule differences.

Provide LEAD with a written award recommendation before executing or authorizing the demolition subcontract.

Manage subcontractor mobilization, permitting coordination, demolition execution, inspections, debris management, noise mitigation, safety, schedule, cost control and closeout.

9. SCHEDULE OBJECTIVE

LEAD intends to advance demolition as early as practical in order to create additional schedule flexibility for the broader renovation. Proposers should identify the earliest feasible mobilization date and anticipated demolition duration for each building, together with any critical dependencies including permits, asbestos clearance, tenant turnover, utility shutdowns and design clarifications.

The selected CM will be expected to update and manage this schedule immediately after award.

10. DEMOLITION COMPLETION / TURNOVER

At completion of demolition, each released area shall be left broom-clean, safe, secure and ready for subsequent renovation work. Closeout shall include, as applicable, final debris-management documentation, required inspections/permit records, photographs of completed demolition, documentation of capped or retained utilities, subcontractor closeout, final invoices and lien waivers, and a turnover walk with LEAD and the design team.

11. SCOPE CLARIFICATION

The demolition drawings are the primary technical basis of scope. This narrative is intended to supplement those drawings and define the CM procurement and execution responsibilities. Where the drawings, existing conditions or this narrative are unclear or inconsistent, the CM shall identify the issue promptly and obtain written direction before including an assumption in a subcontract award or proceeding with demolition.

12. Site Logistics:

Detailed site access, staging, demolition sequencing, temporary protections, and contractor logistics will be developed collaboratively with LEAD and the design team following CM selection. Proposers should identify any material site-access assumptions that affect their proposed fee, staffing, or schedule.
