About this file

This document is an Industry Day presentation for the Tactical Air Control Party (TACP) Mobile Communications System-Universal (MCS-U) program. The MCS-U is described as a vehicle-agnostic, mission-configurable communication and command/control "tool kit" for TACP operations. Key design features include weather-tight enclosures, shock/vibration protection, mobile ad-hoc networking, intercom capabilities, and integration with existing TACP mission software. The presentation outlines the MCS-U concept, including common and mission-specific equipment configurations. This is provided to potential offerors as part of a Bidders' Library for the upcoming MCS-U acquisition, which is being conducted by the Department of the Air Force Materiel Command Lifecycle Management Center. The purpose is to solidify understanding of the requirement prior to the formal solicitation.

CUI

MCS-U Concept (1 of 2)

• Vehicle-agnostic, mission-configurable, communication and command/control (C2) “tool kit”

• MCS kit completely removable

– “Rapid” installation/de-installation and simple set-up

– Support vehicle maintenance via third parties (Army, etc.)

• Zero/minimal permanent vehicle modifications

– No drilling, metal cutting, etc. if possible

– Avoid vehicle configuration management issues

• Minimize SWAP

CUI

MCS-U Concept (2 of 2)

• Vehicle-agnostic, mission-configurable, communication and command/control (C2) “tool kit”

• “Docking station”

– Standard interfaces for integration/install of

• Existing TACP systems (e.g., Maneuver Gateway, Deployable Communications Package (DCP) Strike HQ)

• Existing TACP LRUs (e.g. tactical manpack and handheld radios)

• Future TACP equipment

• Support removal of equipment for dismounted use

– Allows ISETs to carry equipment to OPs when dismounted and stay connected to network

CUI

Desired Design Features

• “Weather tight” equipment enclosures/packaging

• Shock/vibration protection (OTM, ATH, transport)

• MANET (resilient network for data sharing, cross-banding of capes)

• Intercom for inter/intra vehicle comms using existing TACP headsets (e.g. ROIP)

• Easily removable antennas and cabling

• Minimize electromagnetic signature during operations

• Accommodate multiple power sources / uninterruptible power

• Utilize current TACP mission software (i.e., WARHAWK, TRAX, SWAK)

CUI

Other Considerations

• Configuration depends on mission, but…

– Certain equipment may be common to ALL MCS-U instances

• Power supply and power distribution unit

• MANET equipment (e.g., relay)

• Intercom

• Universal shock mounts

• Integration with mission software

– Certain equipment may be unique for specific missions

• Amplifiers

• HF Radio

• Link-16 Radio

• Video Receiver

• EME detection equipment

• Other mission-specific equipment
