About this file
This file contains cost summary spreadsheet templates required for federal contract proposals in accordance with FAR 15.4, designed to ensure that final agreed-upon prices are fair and reasonable through detailed cost analysis and evaluation of cost realism for individual cost elements.
The document provides three separate spreadsheet templates that contractors must complete and submit with their proposals. The first template breaks down costs for work performed by the prime contractor using its own forces without subcontractors, organizing expenses by labor (hourly rates), equipment (per unit costs), and materials (per unit costs). The second template, completed separately for each subcontractor, follows the same cost structure format. The third template consolidates all costs into a Final Cost Summary that combines prime contractor and all subcontractor charges, with line-item totals that must reconcile with the individual documents. Each template requires completion of solicitation number and project title fields. Contractors may add additional line items as needed and must include proposed overhead and profit percentages in designated blocks. A critical note specifies that profit may only be claimed by the entity performing work with its own forces—the prime contractor profits only on work it performs directly, and subcontractors profit only on work they perform themselves without lower-tier subcontractors. The Final Cost Summary also includes sections for collective cost analysis summarizing materials, labor, equipment, indirect expenses (overhead and profit for both prime and subcontractors), general and administrative costs (bond and insurance), and the net total, with all percentages and dollar amounts requiring completion.

COST SUMMARY SPREADSHEETS
In accordance with Federal Acquisition Regulation (FAR) 15.4 the objective of proposal analysis is to ensure the final agreed to price is fair and reasonable. The complexity and magnitude of each acquisition determines the level of analysis required, thus cost analysis may be used to evaluate cost realism and the reasonableness of individual cost elements.
Your proposal must be accompanied by the attached documents as applicable:
A. The first document is for your firm as the prime contractor. This breakdown is only for the work the prime will perform with its own forces (i.e., without subcontractors).
B. The second document is for subcontractor work only. This document should be completed for each subcontractor.
C. The third document is the Final Cost Summary. This will include all charges from you as the prime and all subcontractors. All numbers must coincide with the previous documents monetarily.
A few notes:
*You may add additional lines if needed.
*Ensure you include your proposed percentages (%) in the lower blocks
ENSURE YOU COMPLETE ALL BLOCKS TO INCLUDE SOLICITATION NUMBER AND PROJECT TITLE.
