About this file

This is Amendment 0003 to solicitation 15BBNF26Q20500002 issued by the Federal Bureau of Prisons Field Acquisition Office located at the U.S. Armed Forces Reserve Complex in Grand Prairie, Texas. The amendment, effective October 20, 2026, makes two substantive changes to the original solicitation: it adds Addendum FAR 52.212-2 regarding evaluation criteria for commercial products and services, and it extends the offer receipt deadline from the original date to October 23, 2026, at 1:00 PM Central Standard Time.

The evaluation criteria established through the FAR 52.212-2 addendum specifies a best-value tradeoff process with two primary factors: Past Performance and Price, with past performance weighted as significantly more important than price. Past performance evaluation will assess quoters' recent and relevant experience within the past 24 months, considering quality of work, timeliness, and customer satisfaction on Government or commercial contracts, with greater emphasis on projects of similar scope, size, and complexity. The Government will also review past performance information from quoter references, CPARS evaluations, integrity records, and other verifiable information. Price will be evaluated based on total aggregate pricing offered to determine fair and reasonableness. The Government reserves the right to award to a non-lowest-priced quoter if the perceived benefits of the higher-priced quotation outweigh the price difference. The amendment indicates a single award is intended.
