About this file

This is Amendment 0002 to a Federal Bureau of Prisons solicitation for boiler system services. The amendment extends the offer receipt deadline to October 20, 2026, at 1:00 PM CST and incorporates a Questions & Answers document addressing clarifications on the Statement of Work (SOW).

The Q&A clarifications address eight key technical and operational areas: (1) temporary feedwater skid capacity must be designed by the contractor to maintain 35,000 lbs/hour steam production across one to three boilers as demand requires; (2) the deaerator/surge tank must maintain a 1,500-gallon capacity and sustain operations for 20 minutes at the stated load demand through contractor engineering design; (3) all required 480V electrical power and sources are currently in place with existing infrastructure matching the replacement unit's demands; (4) new boiler units include integrated control packages compatible with API Burners, making the existing building automation system interface moot; (5) the contractor is responsible for MassDEP permit modifications and associated fees if emissions exceed current approval limits (max firing rate 29.3 mmBtu/hr), though third-party testing is not required as the facility self-reports; (6) workers at the powerhouse outside the secure perimeter must account for tools with the on-duty operator at shift start and end, report daily, and remain supervised; (7) no hazardous materials surveys are required as the facility was constructed in the 1990s after asbestos and lead bans; and (8) manufacturer certification is required for all personnel performing installation work. The solicitation is issued by the Federal Bureau of Prisons Field Acquisition Office in Grand Prairie, Texas, with Contracting Officer Joshua Cortez.

1. Temporary Feedwater Skid Capacity in the SOW requires a fully functional parallel temporary feedwater skid capable of maintaining a minimum pump discharge pressure of 110 PSI; however, the required flow capacity is not stated. Please confirm the minimum required temporary feedwater skid capacity in GPM or lb/hr and whether the skid must be sized to support two boilers operating simultaneously at the stated winter peak load.

This is a flow calculation. We need to maintain 35,000 Lbs. per hour steam production. This could use 1, 2, or even 3 boilers, depending on demand (temp, usage of steam, etc), this is an engineering question, they must design the system to maintain. Not our knowledge nor is it our job to perform engineering-based assessments for contractors.

2. Deaerator/Surge Tank Storage Capacity. In the SOW requires a minimum net usable water volume of 1,500 gallons and describes that volume as providing a mandatory 20-minute operational buffer at a 41,055 lb/hr demand. Please clarify whether the governing requirement is (a) a minimum 1,500-gallon net usable storage volume or

(b) sufficient usable storage to provide a full 20-minute buffer at 41,055 lb/hr.

DA Tank is currently a Kewanee K70S, so it must meet those requirements I would think, but AGAIN, this is an engineering question, they must design the system to maintain. Not our knowledge nor is it our job to perform engineering-based assessments for contractors. The SURGE tank is a 1500-gallon capacity and must be able to sustain the plant for 20 mins at the stated load demand, once again this is an engineering question, they must design the system to maintain. Not our knowledge nor is it our job to perform engineering-based assessments for contractors.

3. 480V Electrical Power. Please confirm whether the contractor is responsible for modifications or upgrades to upstream electrical distribution necessary to serve the new equipment.

ALL required power and electrical sources are in place with current infrastructure; it is currently operating a burner that SHOULD be the same demands of the replacement unit.

4. BAS/Controls Interface and Steam-Flow Signal. Please identify the existing Building Automation System manufacturer/platform and required communication protocol for the new boiler management system. Please also confirm whether an existing steam-header flow transmitter/signal is available for the feed-forward control required by SOW §2.4.3. If no suitable signal exists, please confirm whether furnishing and installing a new steam flow measurement device is included in the contractor's scope.

These units come with a control package as they were instructed to bid an API Burner, with a compatible controls system. The existing automation system is moot.

5. MassDEP Permitting and Emissions Testing. Please provide the current MassDEP Air Plan Approval and/or environmental compliance workbook applicable to the three existing boilers. Please confirm whether the contractor is responsible for preparing and submitting any MassDEP permit modification/application and paying associated fees, or whether the contractor's responsibility is limited to providing emissions testing and supporting documentation. Please also confirm whether EPA Reference Method 7E third-party emissions testing is required on each of the three boilers on both natural gas and No. 2 fuel oil, and identify the required firing-rate/test points.

In accordance with our Approval, modifications must be ≤ to short & long term emissions limits already outlined in the attached. Any proposed increase in emissions above the Approval limits would have to first be submitted to MassDEP. If this is the case, the contractor should be responsible for preparing, submitting, and paying associated fees. Third-party testing is not required as we self-report. Max firing rate: 29.3 mmBtu/hr.

6. Security and Escort Requirements. The Instructions to Quoters state that the work is outside the secure Federal Prison, contractors will not enter or work inside the Federal Prison, and quotations should reflect non-correctional-environment pricing.

The SOW states that contractors will be escorted at all times and should account for institutional delays and tool-control procedures. Please confirm which security, escort, tool-control, and institutional-delay requirements apply to personnel performing work exclusively at the Powerhouse outside the secure perimeter.

Workers must account for all tools at beginning and end of every shift with the on-duty operator. Tools cannot be left unsecured on site after hours. They must report to the on-duty operator every morning, and inform when they depart, as well as being supervised while on site by the on duty operator. If any emergent situation arises, they must follow all instructions by the on-duty operator.

7. Hazardous Materials / Existing Insulation. Please confirm whether asbestos, lead, or other hazardous-material surveys have been performed for the Powerhouse, including existing boiler equipment, deaerator/condensate equipment, piping insulation, refractory, coatings, and other materials that may be disturbed. If available, please provide the applicable reports and clarify whether identified testing and abatement are included in the contractor's base scope or will be addressed separately by the Government.

This is Not Applicable, as was stated on site, plant was constructed after the ban on use of asbestos and lead components. (Was constructed in 1990s these products where banned in the 70s and 80s).

8. Manufacturer-Certified Installation Personnel. The SOW states that all installers/technicians shall be qualified and certified by the manufacturer to install, test, and certify the new burners, controls, and deaerator tanks. Please clarify whether manufacturer certification is required for every craft employee performing physical installation work, or only for manufacturer-authorized technical personnel responsible for installation oversight, startup, testing, and certification.

Required for ALL personnel.
