About this file

This is an Addendum #001 issued by the State of Utah Division of Facilities Construction and Management (DFCM) for the JJS Hurricane Pickleball Courts project (DFCM Project #27307430, U3P Event #CR27010). The addendum, dated September 8, 2026, modifies the contract documents, plans, and specifications for construction of new pickleball and basketball courts at the youth detention center. Key revisions include: revised quantities for bid items #3 and #6 through #8 in Section 004113; specification of the Lemco ADP Pro Jam Adjustable Basketball Hoop model GP12P72DM for bid item #9; clarification of the 12-inch curb installation limited to the two sides with turf adjacent to the post-tension concrete slab; revision of the pavement section detail with a 5-inch slab thickness, 12-inch edge thickness, and 6-inch stone base; and approval of Plexipave as an alternative for the playcourt surface in Section 321823.53. The revised bid schedule reflects corrected square footage quantities for the post-tension concrete pickleball court and related items. Bidders are required to acknowledge receipt of this addendum when submitting their bid, with failure to do so potentially resulting in disqualification.

The revised bid schedule lists 11 line items including mobilization, construction surveying, clearing and grubbing (4,900 SF), earthwork, site concrete (1,210 SF), post-tension concrete courts with base (3,200 SF), pickleball court color surfacing and striping (3,200 SF), two basketball hoops, two pickleball post and net sets, and landscaping as a lump sum. The original construction cost estimate is $95,786.00. Payment terms are based on actual quantities installed and accepted, with monthly progress payments due by the 25th of each month and processed only after this date. All estimated quantities in the bid are approximate and used for cost estimation and bid comparison purposes; actual payment is based on work performed and materials furnished. The contract documents specify that bid amounts include all labor, materials, equipment, taxes, overhead, profit, and incidentals required for project completion.

1.0 Sheet C501

1.1 Detail B has been revised to provide additional information needed to bid and construct project.

Changes to Specifications:

1.0 Section 004113

1.1 Quantities for Bid Items #3 and #6 through #8 have been revised.

1.2 The specific hoop model has been added to Bid Item #9.

2.0 Section 012200

2.1 Additional 12” curb information has been added to 1.2.G.2.

2.2 The specific model of basketball hoop has been added to 1.2.I.2.

Responses to Questions Asked:

1.0 Bid Schedule calls out for the Po-Tension Court to be 7564 SF. A 62’ x 48’ post tension slab is 2976sf. With the additional 12” Independent Curb going around it, the total I am coming up with is 3200SF. Am I miss reading quantities?

1.1 Quantities have been revised

2.0 Detail B shows a 12” Wide curb to be installed around the perimeter of the post tension slab. A) Is the intent for all four sides to have this curb, or only along the two sides that have turf. B) Will the new sidewalk be poured against the post tension slab. C) If the sidewalk is to be poured against the post tension slab will it require a thickened sidewalk. D) Is the 12” curb included in the 64’ x 50’ post tension slab dimensions?

2.1 The curb is required on the two sides that have turf.

JJS Hurricane Pickleball Courts 2 DFCM Project No. 27307430 Addendum #1

3.0 Can you provide further clarification of pavement section in detail C501/B for the a) slab thickness (says 5” preferred), b) perimeter edge thickness (says 8”-12”), c)12’ c) 12” curb thickness (not shown, one can assume that it can range from 14” to 20”), stone base layer (says 4”-6”), d) provide further clarification of the E/C joint, do you want expansion joint fiber board, sealant, or do we pour against the post tension slab,

e) what is the required concrete strength for the post tensioned slab.

3.1 The pavement section has been revised for the following.

A) Slab thickness is 5”.

B) Edge thickness is 12”.

C) Stone base is 6”.

D) E/C joint is fiber board.

E) See Specification 321823.53.

4.0 Our quantity take-offs vary significantly from the bid schedule quantities on items 3 thru 8. For example, the plans indicated the post tension slab to be 3,200 SF but the bid schedule qty is 7,594 SF. Please clarify items 3 thru 8.

4.1 Quantities have been revised and are included with in this Addendum.

5.0 There are two models for the Pro Jam Adjustable Basketball Hoop with Polycarbonate Board (GP10P72DM & GP12P72DM). Please specify which model. I would recommend the GP12 that is designed for heavier use.

5.1 A specific model has been decided on (GP12P72DM) and is included in this addendum.

Bid amounts for each item will be the basis for development of budget values for activities. Adjustments to Allowance Bid Item amounts will be applied to the Contract Price when Work is completed, and actual Allowance item amounts are known.

C. Payment for all items of the Bid Schedule shall include all compensation to be received by the Contractor for furnishing all tools, equipment, supplies, and manufactured articles, and for all labor, operations, and incidentals appurtenant to the items of Work being described, as necessary to complete the various items of the Work all in accordance with the requirements of the Contract Documents, including all appurtenances thereto, and including but not limited to all costs of permits and cost of compliance with the regulations of public agencies having jurisdiction, including Safety and Health Requirements of the Utah Division of Industrial Safety and the Occupational Safety and Health Administration of the U.S. Department of Labor (OSHA).

The actual amounts of Work done and materials furnished under unit price items may differ from the estimated quantities. The basis of payment for work and materials will be the actual amount of work done and materials furnished. Contractor agrees that he will make no claim for damages, anticipated profits, or otherwise on account of any difference between the amounts of work actually performed and materials actually furnished and the estimated amounts thereof.

F. The unit or lump sum item of work which involves excavation or trenching shall include all costs for such work. No direct payment shall be made for excavation or trenching. All excavation and trenching shall be unclassified as to materials which may be encountered;

Monthly pay requests are due on the 25th of each month, and while pay requests will be accepted prior to this date, pay request processing will not begin until this date for purposes of meeting the Owner pay request processing obligations. Each activity necessary to manage and complete the Work is identified on the Contract schedules. Each activity will be assigned its respective value, a portion of the Contract Price, as shown on the Schedule of Values (Roll-up) and detailed cost loaded activity schedule. Refer to Section 012900 - Schedule of Values.

B. Payment for all lump sum costs and services incurred on this Agreement shall be based on the earned value of Work accomplished during the reporting period. Earned value is determined by the completion percentage of each activity as determined by the Schedule of Values applied to the total value of the activity. No construction activity shall be deemed 100 percent complete until the CONTRACTOR has completed the physical check out and inspection of the completed Work and has submitted the signed inspection form to the ENGINEER. Refer to Section 012900 – Schedule of Values.

C. Earned value is derived from the current status of the CONTRACTOR Construction Schedule as determined by the monthly schedule status submittals (Reference Section 012900 – Schedule of Values). Each schedule status submittal is reviewed and approved by the ENGINEER prior to the CONTRACTOR obtaining approval for the Summary of Earned Values or quantities installed and the Application for Payment.

If the CONTRACTOR fails to comply with those conditions, the OWNER may withhold payment in accordance with the provisions. The OWNER expressly reserves the right to withhold retention until the CONTRACTOR presents to the OWNER a paid invoice, or some other proof of payment satisfactory to the OWNER, for the OWNER use in verifying the accuracy of the actual cost of the supplies, materials or equipment. If the amount paid does not match the actual cost, the OWNER shall adjust the amount of retention accordingly. Payment for supplies, materials or equipment on hand does not alter the responsibility of the CONTRACTOR for all supplies, materials and equipment until Final Acceptance of the Work.
