About this file
This is a specification document for paper towels issued by the City of Milwaukee's Department of Administration, Purchasing Division, as part of a citywide vendor contract for janitorial supplies with a three-year initial term and two optional one-year extensions. The specification establishes minimum requirements for single and multi-fold paper towels, with sizing tolerances of plus or minus one-half inch in length or width and packaging requirements for compatibility with standard dispensing cabinets. Towels must meet defined quality standards including composition from clean, long fibers with a minimum of 10 percent post-consumer recovered material, reasonable softness achieved through crepeing or embossing, and stability to prevent rapid disintegration during use. Testing requirements include a minimum dry tensile strength of 2.8 pounds bursting strength measured with an Ashcroft paper tester and absorption capability of 10 seconds or less, with the average calculated from a ten-drop test conducted on both sides of the towel.
The specification requires all edges to be cleanly cut without ragging or unevenness, full count in packages, and sample submission upon request. Deliveries shall be made to City of Milwaukee locations as designated. Bidders may submit an optional bid for paper towels manufactured with a minimum of 40 percent post-consumer recovered materials in compliance with federal procurement guidelines and applicable Wisconsin statutes, with vendors required to state the exact percentage of recycled or post-consumer recovered materials used in manufacturing. The Department of Administration Purchasing Division serves as the sole judge of quality and suitability for bids not exceeding $50,000, while the Purchasing Director assumes this role for bids exceeding $50,000. Specification appeals must be submitted in writing to the City Purchasing Director no later than five working days prior to bid opening and must be accompanied by a non-refundable appeal fee of 1.25 percent of the estimated contract dollar amount, which is returned only if the appeal is upheld.
