About this file

This is a specification document from the City of Milwaukee Department of Administration, Purchasing Division, for a citywide vendor contract supplying toilet tissue rolls for a three-year term with two optional one-year extension periods. The specification establishes minimum requirements for toilet paper products to be procured by the city, with the Department of Administration's Purchasing Division serving as the sole judge of quality and suitability for bids not exceeding $50,000, and the Purchasing Director making determinations for bids exceeding that threshold. Bidders must submit sample rolls upon request and comply with all detailed technical requirements outlined in the specification.

The specification mandates that toilet paper shall be manufactured with a minimum of 40% post-consumer recovered materials per Wisconsin statutes, with vendors required to state the exact percentage of recycled or post-consumer materials used in their products. Technical requirements include a basis weight of 24 x 36, 480 count at 10 pounds; bursting strength of not less than 12 points on five sheets tested together; maximum absorption time of 120 seconds; unglazed, soft, flexible finish free of wood slivers and imperfections; and rolls measuring 4-1/2 inches wide, perforated at 4-1/2-inch intervals on stiff pasteboard cores with 1-1/4 to 1-1/2-inch inside diameters. Rolls must be either banded or individually wrapped and packed tightly into cartons. Testing shall comply with United States Government General Specification for Paper, Federal Specification UU-P-31. Delivery is restricted to trucks facilitating fork-lift unloading, with all freight and reloading costs the responsibility of the shipper. Bidders may appeal specifications by submitting written appeals to the Purchasing Director no later than five working days prior to bid opening, accompanied by a non-refundable appeal fee of 1.25% of the estimated contract dollar amount (refundable only if the appeal is upheld).

I. GENERAL: It is the intent of this specification to describe the minimum requirements for toilet paper to be purchased by the City of Milwaukee.

II. AWARD AUTHORITY:

A. The Department of Administration (DOA) - Purchasing Division will be the sole judge of the quality and suitability of the equipment, materials and/or services offered in its determination of the successful bidder for bids that do not exceed $50,000.

B. The DOA - Purchasing Director will be the sole judge of the quality and suitability of the equipment, materials and/or services offered in its determination of the successful bidder for bids that exceed $50,000.

III. SAMPLES: Bidders shall submit a sample roll upon request.

V. DETAILED REQUIREMENTS:

A. Tissue toilet paper shall be of one type and weight only. It shall be manufactured with a minimum of 40% Post Consumer Recovered Materials as per State of Wisconsin Statutes.

NOTE: Vendors shall state the percentage of recycled or post consumer recovered materials used in the manufacturing process for the product bid.

B. WEIGHT: Basis 24 x 36, 480 count, 10 pounds.

C. BURSTING STRENGTH: Average for five sheets tested together, not less than 12 points.

D. ABSORPTION: Maximum time not more than 120 seconds.

E. FINISH AND FORMATION: Shall be unglazed, soft and flexible, and shall be free from visible wood slivers, specks, holes, wrinkles and other imperfections.

F. SIZE: Paper shall be 4-1/2" wide and perforated at 4-1/2" intervals so that sheets are easily detachable; tightly wound on a stiff, round pasteboard core having an inside diameter of 1-1/4 to 1-1/2 inches, number of sheets per roll as specified in invitation for bids. Each roll shall either be banded or individually wrapped.

G. METHOD OF SAMPLING, INSPECTION AND TESTS:

1. All tests not herein specified shall be made in accordance with United States

Government General Specification for Paper, Federal Specification UU-P-31.

2. Bursting Strength: The bursting strength test shall be made on a pack of five sheets stacked evenly.

3. Absorption: Place one thickness of the paper on a 1-mesh wire screen. Fill a measuring pipette with water (25°C), hold at an angle of about 30° from the horizontal, tip being very near the surface of the paper, and allow 0.01 ml of water to flow. This small amount of water will form a drop on the tip of the pipette.

Touch the drop to the paper starting the stop watch at the same time. The absorption is the time in seconds from the contact of the water with the paper until the drop is completely absorbed, as indicated by no further reflection of light from it. The average of 10 tests, 5 on each side of the sheets, shall be reported as the absorption. A pipette for accurate delivery of small amounts of liquids in making absorption tests has been devised at the Bureau of Standards.

H. PACKAGING, PACKING, MARKING AND DELIVERY:

1. Packaging: Toilet paper shall be in rolls, packed to fit tightly into cartons/cases.

Number of rolls per carton/case as specified in bid request.

Unless otherwise specified, shipping containers shall be marked with the name, type, and quantity of material contained therein as defined by the contract or order under which the shipment is made, the name of the contractor, and the number of the contract or order.

3. Delivery: Delivery shall only be made on trucks that facilitate fork-lift unloading, when requested.

Shipments made contrary to the requirements of this provision will not be accepted. All freight and reloading costs shall be the responsibility of the shipper.
