About this file

This is a Technical Criteria evaluation document for RFP AS26-51 Phycology Taxonomy issued by the State of Utah Division of Purchasing, with the State of Utah Division of Water Quality serving as the conducting procurement unit. The RFP seeks a vendor to provide expertise in identifying and enumerating organisms from periphyton, phytoplankton, and potentially zooplankton samples. The contract is anticipated to result in a single award to the responsive and responsible vendor with the highest combined score and will run for five years, with the vendor required to guarantee pricing for the entire contract term.

The evaluation process consists of three stages: an initial review to eliminate non-responsive proposals that do not conform to RFP requirements or meet mandatory minimum requirements; a technical proposal evaluation by an appointed evaluation committee that assesses vendors against stated criteria including ability to meet all work elements, ensure data comparability, and demonstrate relevant qualifications and experience; and a final cost proposal evaluation. Vendors must achieve a minimum technical score threshold of 490 points (70% of total technical criteria points possible) to advance to virtual interviews. The evaluation committee will determine final technical scores through an average of individual committee member scores. Cost points will be distributed with the lowest-cost proposer receiving the maximum 300 points, while other proposers receive proportional points based on the formula: Cost Points × (Lowest Proposed Price/Proposed Price). The vendor achieving the highest total combined score will receive an intent to award.

Attachment D Technical Criteria

The subjective criteria that will be used to evaluate proposals is:

1. Ability to meet all the work elements as described in Attachment B. Describe in detail how vendor will meet all the requirements within Attachment B.

2. Ability to ensure data comparability. Vendor must describe in detail how they can ensure data comparability.

3. Qualifications, experience, and letters of reference. Vendor must provide their qualifications, experience and letters of reference to complete the work as described in Attachment B.

For ease of evaluation, the proposals must provide a point-by-point response, addressing in detail each area of the evaluation criteria, including addressing how the point-by-point response addresses the issues discussed in this RFP. The criteria are not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the criteria to demonstrate the Offeror’s capability to provide the State with a solution.

PROPOSAL EVALUATION PROCESS

Stage 1: Initial Review In the initial phase of the evaluation process, the conducting procurement unit will review all proposals timely received. Non-responsive proposals not conforming to RFP requirements or unable to meet the mandatory minimum requirements will be eliminated from further consideration.

Stage 2: Technical Proposal Evaluation Responsive proposals will then be evaluated by an evaluation committee appointed by the conducting procurement unit against the proposal evaluation criteria noted in the Technical Criteria prerequisite of this RFP.

Offerors that achieve minimum score threshold of 490 (70% of total technical criteria points possible) will proceed to Stage 3: Virtual Interviews. Offerors with a score of less than the minimum required technical points will be deemed non-responsive and ineligible for further consideration. The evaluation score sheet has been attached to this RFP. The attached evaluation score sheet states the relative weight that will be given to each evaluation criteria.

The evaluation committee, for this RFP, will tally the final scores for criteria other than cost to arrive at a consensus score by the following method: an average of the individual scores.

Final Stage: Cost Proposal Evaluation Offerors successful in the technical evaluation will advance to the Final State: Cost Proposal Evaluation. The Offeror with the lowest total cost will receive the maximum points of 300. Points assigned to each Offeror’s cost proposal will be based on the lowest proposal price.

The Offeror with the lowest total cost will receive 300, or 100% of the total cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their total cost is than the total lowest cost. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).

The vendor with the highest total points will receive an intent to award.
