About this file
This is a Cost Proposal Form for Lab Services related to Phycology Taxonomy, issued by the State of Utah Division of Water Quality under RFP AS26-51. The contract is designed to procure vendor expertise to identify and enumerate organisms from periphyton, phytoplankton, and potentially zooplankton samples. The cost proposal form establishes budgeted annual volumes for evaluation purposes, including 500 periphyton samples, 300 phytoplankton samples, and one hourly rate line item for harmonization with historic taxonomic records. The contract term is five years, with vendor pricing guaranteed for the entire contract period. A single contract award will be made to the responsive and responsible vendor achieving the highest overall score as justified by procurement code.
The Cost Proposal Form requires vendors to provide fully loaded costs for all line items, with all costs necessary to implement and maintain the proposed solution over the contract term included in the submission. Costs must encompass conducting quality assurance and quality control work and preparing data as specified, with sample processing costs provided on a per-sample basis. The state will evaluate cost proposals using a formula whereby the vendor submitting the lowest proposed price receives 100 percent of available price points, and all other vendors receive a proportional percentage based on how their proposed price compares to the lowest submission. Vendors may also propose value-added services, including zooplankton taxonomy analysis and consultation for scientific interpretation on an hourly rate basis, with complete product descriptions and associated costs required for all additional offerings.
