About this file

This Scope of Work document outlines the Market Reporter contract (NC26-43) between the State of Utah Division of Purchasing, the Utah Department of Agriculture and Food (UDAF), and the USDA Agricultural Marketing Service. The contractor will provide livestock market reports for three Utah auction facilities: Cedar Livestock in Cedar City, Producers Livestock in Salina, and R Livestock Market in Elsinore. The market reporter will attend regular and special livestock auctions to collect market information, evaluate cattle using USDA standards and guidelines, compile data into written reports, and upload findings to the USDA online platform. The contractor will generate approximately 156 reports annually—52 reports per location at one report per week—and maintain working relationships with market operators, buyers, and sellers. The contract term extends from one to five years depending on funding availability, with notification required if the contract is discontinued. The contractor must possess livestock evaluation skills, grading expertise based on maturity and frame size, and strong communication abilities.

The total project budget is $325,000 annually, with $65,000 allocated per year for all three locations, comprising $50,000 from USDA and $15,000 from UDAF. The budget per report is fixed at $250 and cannot be exceeded; bidders submitting costs exceeding this threshold will be disqualified. Travel expenses, including mileage reimbursement at $0.70 per mile and hotel accommodations at GSA rates, will be covered from the yearly budget. Pricing is guaranteed for the first year, with any future price increases requiring submission of market research and agency approval, with each increase guaranteed for one additional year. The procurement is anticipated to result in a single contract award to the responsive and responsible vendor with the highest evaluation score.
