About this file

This document is an Application Form for a Request for Proposals (RFP) issued by the City of Dallas, seeking 501c3 non-profit organizations to provide Economic Empowerment services for Survivors of Human Trafficking. The RFP seeks a contractor to develop and implement a program that provides representation, outreach, intake, and support services for human trafficking survivors, with the goal of economic empowerment. The contract is for a one-year term, with potential for renewal, and will involve monthly reporting, bi-weekly check-in meetings with city staff, and submission of monthly invoices and reimbursement requests.

The proposal will be evaluated on three primary criteria: Experience (40 points), which assesses the organization's prior work with human trafficking survivors and program management; Approach (30 points), which evaluates the proposed outreach, intake, and service delivery methods; and Program Budget (30 points), which examines the financial plan and potential leveraged resources. While there is no minimum leveraged funding requirement, organizations are encouraged to outline any in-kind resources. Successful applicants must demonstrate the ability to serve Dallas residents, collaborate with community stakeholders, and develop a comprehensive program that effectively supports economic empowerment for human trafficking survivors.
