About this file

This document is a Glossary of Terms for a Request for Proposals (RFP) issued by the City of Dallas, specifically through the Office of Housing and Community Empowerment/Office of Equity and Inclusion. The RFP is focused on supporting survivors of human trafficking by helping them secure paid employment, with a priority on positions offering living wages and benefits. Eligible applicants are 501c3 non-profit organizations that can submit applications to perform contract work as described in the RFP specifications.

The RFP defines key terms related to human trafficking, economic empowerment, and program requirements, with a broad interpretation of survivors that includes high-risk individuals, past and current victims, and those suspected of being trafficking victims. Organizations must be registered in the System for Award Management (SAM) and obtain a Unique Entity ID (UEI) to be eligible. The program aims to economically empower survivors through employment opportunities, with a comprehensive approach that goes beyond the legal definitions of human trafficking to support a wider range of individuals who may have experienced exploitation.

Human Trafficking: The use of force, fraud, or coercion to compel a commercial sex or labor act, or in which the person induced into commercial sex is a minor. The Trafficking Victims

Protection Act of 2000 and its subsequent reauthorizations recognize and define two primary forms of human trafficking (U.S. Department of Justice):

• Sex trafficking is the recruitment, harboring, transportation, provision, obtaining, patronizing, or soliciting of a person for the purpose of a commercial sex act in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced to perform such act has not attained 18 years of age. • Forced labor is the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery. (22 U.S.C. §

7102(11)(B)).

• While the above are the legally recognized definitions of human trafficking, the City recognizes not all cases of victimization rise to the level where it is prosecuted as such.

Accordingly, for this RFP, eligible survivors include adults (18 and up) who are high-risk, those who are past or current victims (based on the agency’s individual assessment), and those who the agency suspects are victims but no outcry by the victim has been made.

Economic Empowerment: The transformative process of moving away from exploitation and toward increased choice and opportunities to gain independence, stability, skills, and advancement in all areas related to one’s economic well-being. While the legal bar for human trafficking cases is set by the Trafficking Victims Protection Act

(TVPA) and is based on severe forms of trafficking, the definition used in this RFP is broader allowing for agencies to economically empower survivors who are high-risk, are past and/or current victims, or those where an agency suspects trafficking has taken place but no outcry by the victim has been made. Note: for the purposes of this RFP, the terms “survivor” and “victim” are used interchangeably.

Recipient: A public or private nonprofit agency, authority or organization, or an entity that is eligible to receive funds from the City of Dallas to undertake activities eligible for assistance under this program.

UEI Number: Unique Entity Identifier. On April 4, 2022, the unique entity identifier used across the federal government changed from the DUNS Number (Data Universal Numbering System) to the Unique Entity ID (generated by SAM.gov).

• The Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by

SAM.gov.

• As part of this transition, the DUNS Number has been removed from SAM.gov.

• Entity registration, searching, and data entry in SAM.gov now require use of the new

Unique Entity ID. Existing registered entities can find their Unique Entity ID by following the steps in SAM.gov. New entities can get their Unique Entity ID at

SAM.gov and, if required, complete an entity registration.
