Summary of Detailed Specifications for Ultrapure DI Water System
This document is a detailed specifications file for the University of Texas at Austin's solicitation of a turnkey ultrapure deionized water system. The project requires design, installation, commissioning, and delivery of an integrated system comprising a 300 GPM primary ultrapure DI water plant (expandable to 400 GPM) and a 250 GPM point-of-use polishing system (expandable to 350 GPM). The primary plant will be located in the Central Utility Building (CUB) with storage tanks positioned on the east side, while the polishing system operates inside the CUB. The system must operate continuously 365 days per year, 24 hours per day, meeting stringent performance specifications including resistivity greater than 18.18 Mohm/cm, TOC less than 2 ppb, particle counts below specified thresholds, and dissolved nitrogen levels of 8-18 ppm. Key deliverables include comprehensive design documentation, piping and instrumentation diagrams, controls software using Allen Bradley PLCs with SCADA integration, operations manuals, training for four owner employees (minimum one week classroom and one month supervised operation), and 30-day certification testing with continuous monitoring of water quality parameters.
The specifications mandate substantial design and engineering submissions with equipment selections from approved manufacturers, including specific requirements for reverse osmosis units with N+1 redundancy, ultraviolet sterilization by Avant using electropolished 316L stainless steel, variable speed drives from ABB ACS880 series, and high-purity PVDF or polypropylene piping for the polish loop. The contractor must provide hot backup PLCs for critical loops, comprehensive quality assurance with onsite resident quality control personnel, and detailed mass balance calculations accounting for all liquid and gas phase fluids. Cost estimations must be based on specified utility rates of $5.57 per 1,000 gallons for water and $0.04 per kilowatt-hour for electricity, with bidders required to provide separate proposals for system operation and maintenance including staffing plans, spare parts costs, and facility charges. The project encompasses chemical storage design for regeneration materials, waste minimization with reclaimed rinse water recycling, and extensive instrumentation for monitoring pressure, temperature, resistivity, particles, TOC, dissolved oxygen, dissolved nitrogen, and flow throughout both the primary plant and polish loop systems.
