About this file
This is a Sole Source/Bid Waiver Justification form submitted by City Colleges of Chicago (CCC) for an amendment to an existing contract with Muna Tree Holdings for the Malcolm X College (MXC) Study Abroad Program to Rwanda. The procurement requests educational programming, housing, food, transportation, guidance, and support services for students traveling to Kigali, Rwanda from April 17-28, 2026. The amendment modifies the original scope to focus on one African country (Rwanda) rather than multiple countries. The form was submitted on March 13, 2026, with approvals signed by Caritha Miller (3/5/2026) and David A. Sanders (3/6/2026). The contract is funded through an educational appropriations grant and represents an amendment to an existing sole source arrangement.
The estimated value of the amended contract is $15,000.00 for the initial term. The vendor, Muna Tree Holdings, was selected as a sole source based on justification that it is one of the most respected and reliable educational travel providers in Africa with the depth and breadth of services required for the specific countries to be visited. CCC had prior experience with the vendor through previous trips and verified that no alternative vendors possessed comparable academic programming, operational capabilities, safety records, and successful track records in the designated countries. The requestor, Donnetta Ramsey from Malcolm X College, confirmed that pricing was negotiated to ensure best value, with seven chaperons receiving complimentary services. The document notes that failure to approve the sole source procurement would result in non-compliance with a congressional earmark and potential loss of a $1 million contract.

Sole Source/Bid Waiver Justification
Below are the following Sole Source/Bid Waiver Criteria. If your purchase meets any of the following criteria, please complete the form and submit to Procurement Services at solesource@ccc.edu
What is a Sole Source Procurement?
A “sole source” procurement can be defined as any contract entered into without a competitive process, based on a justification that only one known source exists or that only one single supplier can fulfill the requirement. Although CCC generally does not permit non-competitive procurements by statute, exceptions are allowed where competition is not feasible. Even though the procurement isn’t competed, you still need to maintain a history of the process. It will be especially important for you to document the circumstances and rationale for not competing the solicitation. This form is used for this documentation.
Examples of acceptable exceptions from the competitive procurement process may include (but are not limited to):
Only one known source exists for supplies of services or products as determined by documented research.
No other reasonable alternative source exists that meets the CCC requirements.
Only one source meets the business needs of the CCC (e.g., compatibility, unique feature to meet CCC’s
Procurement of public utility services.
What’s not a Sole Source Procurement?
A CCC requirement for a particular proprietary product or service does not automatically justify a sole source procurement if there is more than one potential bidder of offeror for that item.
A CCC preference for a specific brand or name product does not justify a sole source procurement.
A good’s or service’s “uniqueness” alone may not qualify the producer or supplier of the good or service as a sole provider.

Services needed to fulfill the requirements of the MXC Study Abroad Program funded by a appropriations grant. EDU Africa is one of the most respected and reliable in the continent of Arica and they only firm with the depth and breadth of services extending to the one country to be visited.
Again, access to the one countries, safety record, familiarity and the need to acquire housing, food, transportation services in a foreign country for a known and respected vendor
EDU Africa is one of the most respected and reliable in the continent of Africa and the only firm with the depth and breadth of services extending to the one countries to be visited. MXC has already experienced EDU Africa through a prior trip and can attest to their reliability and expertise.
Searched for alternate vendors but none that had the academic programming along with operations to the one countries to be visited and with the track record of success and safety.
Worked with the vendor to develop the academic program and ensure that pricing was the best available. Based upon past practice and experience, pricing is exceptional given that 7 chaperons will be provided free services to Rwanda countries.

We have no othe options. We would ultimately be unresponsive on the congressional earmark and could suffer the loss of the contract which totals $1 million.
