About this file
This is a sole source justification letter submitted by EDU Africa to City Colleges of Chicago Procurement Services regarding the approval of EDU Africa as a sole-source vendor for Malcolm X College's study abroad programs. EDU Africa proposes to continue providing study abroad programming services, leveraging its four regional offices in Ghana, Kenya, South Africa, and Zimbabwe to deliver faculty-led, experiential learning experiences for students. The organization offers comprehensive program design, carefully selected and trained Program Facilitators providing 24-hour on-location support, and robust risk assessment and safety protocols. Malcolm X College previously participated in a successful EDU Africa-led program in Ghana in June 2023 and subsequently organized its own study abroad programs in 2024 and 2025 through EDU Africa. The vendor seeks approval as a sole-source provider to support Malcolm X College's forthcoming study abroad programs in 2026 and beyond, with the scope including the Muna Tree Rwanda Amendment project.
The justification emphasizes EDU Africa's unique qualifications based on deep African contextual understanding, strong community connections across its regional offices, extensive experience with U.S. institutions, and proven operational expertise with Malcolm X College. The sole-source designation is supported by the College's demonstrated efficiency and familiarity with EDU Africa's processes, as well as the vendor's ability to address specific program themes and cultural considerations for student learners. No specific pricing, contract term, or renewal option details are provided in this justification letter; however, the request indicates continuity of an existing successful vendor relationship for multi-year programming extending beyond 2026.

To: City Colleges of Chicago Procurement Services Regarding: EDU Africa Sole Source Justification EDU Africa | Transformative Learning Journeys | Faculty-led | Study Abroad (edu-africa.com)
EDU Africa develops programs that give students access to experiential learning scenarios, high-caliber industry and academic professionals, and sustainable community initiatives. We have four regional offices in Ghana, Kenya, South Africa, and Zimbabwe. As an organization rooted in Africa, our strong community connections within the regions we work in enable us to offer clients access to quality, sustainable, and unique experiences that others will not be able to match. Our African contextual understanding is complemented by many years of deep experience with U.S. institutions, their learners, and the associated cultural considerations.
Our Program Designers are skilled at working with educators and utilizing our extensive local networks to ensure practical student learning outcomes. This comprehensive experience gives us the deep and broad operational expertise needed to successfully deliver our programs.
EDU Africa programs are delivered by carefully selected and trained Program Facilitators who offer 24-hour on-location support. These facilitators are sourced from the relevant region, ensuring they can effectively address specific program themes and needs. We prioritize participant safety and security through a robust framework and conduct thorough risk assessments to keep relevant stakeholders well-informed.
Following the successful Ghana program in June 2023, which Malcolm X College participated in alongside Oakton Community College, Malcolm X College subsequently organized its own study abroad programs for staff and students in 2024 and 2025. This was largely due to the efficiency and familiarity of the process provided by EDU Africa. As such, EDU Africa is now seeking approval as a sole-source vendor to continue providing the same support for Malcolm X College's forthcoming study abroad programs in 2026 and beyond.
Sincerely, Tafadzwa Muchopa Quality Assurance Director https://edu-africa.com/
