About this file
This is a Sole Source Purchase Announcement issued by City Colleges of Chicago (CCC) for a full-service meal program contract to be awarded to Fooda for their child development lab schools. The announcement, first published on Friday, March 13, 2026, indicates that CCC has determined this purchase is only economically available from Fooda due to the vendor's existing relationship with the institution and their current licenses to operate in CCC's kitchen spaces. CCC states that seeking new licenses from alternative vendors would cause delays in food services and jeopardize the institution's child care services. A public hearing regarding the sole source determination is scheduled for Monday, March 30, 2025, at 12:00 p.m. CDT via Zoom teleconference. Interested parties must submit requests to testify or vendor statements demonstrating capability to provide the services at or below the stated amount no later than the registration deadline. Contact for hearing confirmation is Angela Arrington-Jones, Vice Chancellor of Business and Procurement Services, at (312) 553-2590 or Aarrington@ccc.edu. Registration for the hearing should be directed to William Moore, Procurement Contracts Administrator, at (773) 487-6958, Wmoore48@ccc.edu, or via FAX at (312) 553-2594.
No pricing information, specific contract term details, renewal options, or funding amounts are disclosed in this announcement. The document serves primarily as public notice of the sole source determination and the hearing process, allowing any interested party to testify regarding the appropriateness of awarding the contract to Fooda without competitive bidding. Formal rules of evidence will not apply at the hearing, and hearing minutes will be produced and potentially recorded.

Announcement of a Sole Source Purchase
First published Friday, March 13, 2026
City Colleges of Chicago intends to award a contract to Fooda to provide a full-service meal program to our child development lab schools.
City Colleges has determined that this purchase is only economically available from Fooda because due to previous relationships with the vendor they hold licenses to operate in our kitchen spaces and seeking new licenses from other vendors would delay our food services putting CCC at risk for losing their child care services.
