About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Traffic Technology Services. The RFP solicits proposals for traffic technology services to be performed on a "task order" basis over a four-year term. The document provides clarifications and responses to 38 specific questions from potential proposers regarding the RFP requirements, submission guidelines, and technical details.

Key clarifications include permitting firms to submit organizational charts, guidance on resume requirements for staff, project documentation standards, and cost reporting expectations. Notable responses cover how to report project costs for technology and infrastructure projects, with specifications to include initial system standup costs and current costs to date. The Port Authority also confirmed that prime firms can propose both as a prime contractor and a subconsultant under the same Traffic Technology Agreement, and outlined requirements for hourly rates, with prime proposers required to include their rates while MWBE subconsultant rates are optional.

SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT

PROFESSIONAL TRAFFIC TECHNOLOGY SERVICES AS REQUESTED

ON A “TASK ORDER” BASIS DURING A FOUR-YEAR TERM –

ADDENDUM #

Dear Sir or Madam:

The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) has responded to the following questions from potential Proposers:

Question Port Authority Response

27. Is it permissible to submit an org chart of proposed staff?

Yes.

28. Do all names in a submitted org chart require resumes, or just key staff?

Whatever resumes are needed to meet the pass/fail requirements shall be included in the proposal.

29. The RFP indicates a minimum number of projects, but is there a maximum? The project template implies 7 maximum projects.

If you need to reference additional projects to meet the pass/fail requirements, please feel free to include them.

30. Can a firm propose both as a prime and as a subconsultant, under this same Traffic Technology Agreement?

Yes.

31. On the resumes and project pages, what should we put for project size and deliver model if most of the projects are technology projects and are not design-build or DBB?

Cost of the data base development, application development, system integration or other project deliverable being referenced.

32. For database development example projects, how are we to answer the question about project size?

Cost of the database development component that was performed as part of the larger application or system integration project.

33. For similar projects in which we have been building these systems over years, how should we identify the cost…..To date or the initial standup of the system?

Include both the initial standup of the system and cost to date.

34. We are assuming the project cost is design cost or overall engineering cost and not construction cost. Is that correct?

If referencing an ITS construction project, please include construction cost. For other projects please include design/engineering costs.

35. For Tab 1, would you like us to respond to Attachment A Scope of Services? If yes, we do not find the template in the RFP to provide responses, please clarify

Tab 1 shall include the blue cover page located on page 7 of the Solicitation Documents. Please continue with the RFP template from there.

36. Under Section V Instructions and Additional Information, Tab 4, refers to Section III, Proposer Requirements from Section III, but it seems these details reside in Section IV. Could you kindly confirm if this is an error?

See amendment in our response to Question 9.

37. The forms for the proposed costs in Attachment G only relate to the Prime firm and do not seem to include any locations to enter multipliers or billing rates for MWBE firms and staff. Are proposed costs for MWBE firms (i.e., multipliers, actual hourly rates, and billing rates) required to be included in the proposal?

Prime proposers shall include hourly rates with their Proposals. Hourly and billing rates for MWBE subconsultants are not required; it is a Proposer’s business decision to provide them.

38. Section 8.3, Salary Schedule in Attachment G instructs the proposers to "Include the name(s), title(s) and hourly rate(s) and hours assigned to each position of the personnel that would be assigned to perform the requested services". However, there is no column in the Salary Rate Schedule to provide the proposed hours assigned. Is it correct to assume that proposed hours assigned for each staff member in the Salary Schedule are not required for this proposal and that this information would only be applicable to any future task order proposals if this contract was

Hours are not required for this RFP.
