SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL ARCHITECTURAL
AND LANDSCAPE ARCHITECTURAL DESIGN SERVICES AS
REQUESTED ON A “TASK ORDER BASIS” FOR A FOUR-YEAR TERM
(RFP# 6000001897) – ADDENDUM #3
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the Authority) hereby amends the subject Request for Proposals (RFP) as follows:
• The due date for receipt of Proposals has been changed to 2:00 p.m. Eastern Time (ET), January 26, 2024.
• In the RFP Solicitation Documents, in the Attachment A, on Page 16, Section III.
Description of Consultant’s Tasks, Applicable to “C”, Letter N. after “(Certified Tree Expert)” add “or (Licensed Tree Expert)”.
The following are questions from RFP recipients. The questions and the corresponding Authority answers are provided for your information and use, as appropriate.
Question #1: May we submit for just the architectural design services or do we also need to have a landscape architect on our team?
Answer #1: You may submit a proposal on any or all categories for which you meet the proposer requirements.
Question #2: The RFP asks for a CTE (Certified Tree Expert) but that title has since been replaced by an LTE (Licensed Tree Expert) in the State of New Jersey. Please advise if an LTE is what is actually required.
Answer #2: The verbiage has been updated in the Attachment A. This certification will be needed at a task order level only and does not need to be included in the proposal to meet the pass/fail preproposal requirements.
Question #3: Please confirm the need for Professional Liability insurance coverage in the amount of $5M for prime consultants submitting for the landscape architecture scope.
Similarly, please confirm that coverage in the amount of $5M for landscape architectural subconsultants.
Answer #3: Should you have exceptions to the insurance limits, these may be discussed with the Project Manager and the Port Authority’s Risk Unit at a task order level however note that, the Port Authority is under no obligation to entertain requests to change the limits.

Question #4: Please advise if M/W/SDVOB subconsultants need to be certified as such by the Port Authority at time of proposal submission or if that can happen upon selection of Consultant team. Similarly, is M/W/SDVOB certification by another agency in the State of New York or New Jersey acceptable in lieu of Port Authority certification?
Answer #4: You can propose non-certified Port Authority firms as subconsultants; however, they cannot be counted as credit towards the participation goals (20% MBE, 10% WBE and 3% SDVOB). To be counted as credit, the subconsultants must be certified by the Port Authority and/or certified in the State of New York for Service-disabled Veteran-owned Business Enterprises (SDVOBs) by the proposal due date.
Question #5: In the Attachment A, under Section III. Description of Consultant’s Tasks, Applicable to “C,” (Landscape Architectural Services) items, there are additional services such as specification writing, photography, and curtain wall design that does not appear to be applicable to the Landscape Architecture portion of the term.
Can you please clarify?
Answer #5: These are services that might be required under this agreement and can be fulfilled with subconsultants. Further details will be provided when task orders are issued.
Question #6: In the RFP Solicitation, under Section IV Proposer Requirements there is a requirement for 6 total projects (3 Urban Planning, 3 Landscape Design); however, in the Attachment A, Scope of Work there are additional project requirements. Is this in addition to the 6 total projects requested?
Answer #6: The requests in the Attachment A will be at the task order level. The pass/fail criteria are listed in the beginning of the RFP Letter in Section IV. Proposer Requirements and are the only requirements that are required at this time.
Question #7: Is it required to submit Staff Qualifications and Experience (Attachment D) and Firm Qualifications and Experience (Attachment E) for subconsultants?
Answer #7: Attachments D and E are not required for subconsultants. However, the Proposal should reflect the ability to provide the subject services. If subconsultant(s) are being proposed in the performance of services listed in Attachment A, their qualifications should be included. Note that proposer requirements can only be met by the Prime firm to be considered for the subject services.
Question #8: Attachment E states to “Include a minimum of five projects and no more than seven projects comparable to the services contemplated under this solicitation,” but in Attachment A, it states we may be required to show a “Successful completion of ten (10) or more Landscape Architecture Design projects” and “Successful completion of five (5) or more Landscape Architecture Planning projects. Does the Authority want us to show 15 projects now, or just seven?
Answer #8: The requests in the Attachment A will be at the task order level. The pass/fail criteria are listed in the beginning of the RFP Letter in Section IV. Proposer Requirements and are the only requirements that are required at this time.

Question #9: In the RFP Solicitation, Section IV. Proposer Requirements details specific requirements for the proposal. However, the Attachment A also lists other requirements. Do we have to demonstrate compliance for both?
Answer #9: The requests in the Attachment A will be at the task order level. The pass/fail criteria are listed in the beginning of the RFP Letter in Section IV. Proposer Requirements and are the only requirements that are required at this time.
Question #10: In the RFP Solicitation, under Section IV. Proposer Requirements, Number 1.C., it states, “One (1) or more LEED Accredited Professionals demonstrated design services including, full service-design– public facilities OR full-service design-non-public facilities with a minimum of five (5) years’ demonstrated experience performing comparable tasks as contemplated under the requested services in Attachment A”. Does this language mean the LEED Accredited Professional must have lead LEED certification projects for over five years?
Answer #10: The LEED Accredited Professionals must demonstrate five (5) years’ experience in performance of comparable tasks on a LEED certification team (does not have to be the lead). The individual must demonstrate they have been a LEED Accredited Professional for a minimum of five (5) years and their certification is current.
Question #11: The RFP Solicitation instructs applicants to include the Scope of Services (Attachment A) as tab 1. Does this mean we should simply copy and paste the 6 pages of Attachment A into the first tab?
Answer #11: Tab 1 shall include the blue cover page located on page 7 of the RFP Solicitation Documents. Please continue with the RFP template from there.
Question #12: Do we need to review and provide comments to the Standard Agreement, or is this provided for reference only?
Answer #12: You should carefully review this Standard Agreement as it is the form of agreement that the Authority intends that you sign in the event of acceptance of your Proposal.
Please also note that in order to maintain a fair and equitable process for all awardees we decline to accept exceptions to the Standard Agreement.
Question #13: For the MBE/WBE/SDVOB Participation Plan, does the Port Authority expect the percentages to total 30% for MBEs and WBEs and 3% for SDVOBs in order to qualify?
Answer #13: Yes.
Question #14: For the Multiplier and Cost information, what is the difference between Port
Authority Office Multiplier and Consultant Office Multiplier? Is this information needed for the subconsultants as well?
Answer #14: Refer to Section 9.A. of the Standard Agreement. Subconsultants are not requested to provide this information.
Question #15: Do subconsultant salary rates need to be provided?
Answer #15: No, not at this time.

Question #16: Does the Company Profile (Attachment C) need to be provided for each subconsultant?
Answer #16: The Company Profile (Attachment C) is to be filled out for the Prime firm only.
Subconsultants are not requested to provide this information.
Question #17: Do we need to use the templates for each attachment provided, or can we create our own version of the attachments as long as the all the information is the same?
Answer #17: The Proposer must use this Proposal Template and Proposal forms. We have provided the Proposal Template and Proposal forms to Proposers as Microsoft Word format editable files. Proposers are permitted to add lines or rows to tables in the Proposal forms where this is indicated but must make no other material change to the Proposal Template or Proposal forms.
Question #18: Is there a page limit to the RFP response?
Answer #18: We have not included page limits in the Proposal Template, but in providing responses to questions, the Proposer should use the space allocated in the Proposal Template and be mindful of the length the Proposer’s response to the question asked.
The date for receipt of proposals for the subject RFP has been changed to 2:00 P.M. on January 26, 2024.
