About this file
This document is a Form 200.321 Affirmative Steps compliance notice issued by Letcher County Fiscal Court in Kentucky regarding contracting requirements for small and minority businesses, women's business enterprises, and labor surplus area firms. The notice applies to a demolition and asbestos abatement project, specifically Round 5 of a 404 Buyout Demolition RFB. The project involves pre-demolition asbestos abatement and removal services at a residential property acquired by Letcher County through a voluntary property buyout grant program. Contractors and subcontractors must be licensed by the Division of Air Quality and accredited in the State of Kentucky to perform the asbestos abatement work.
Letcher County Fiscal Court is required to implement affirmative action measures to maximize participation by qualified minority businesses, women's business enterprises, and labor surplus area firms. The required affirmative steps include placing qualified enterprises on solicitation lists, soliciting such enterprises when they are potential sources, dividing total requirements into smaller tasks or quantities where economically feasible, establishing delivery schedules that encourage participation, and utilizing assistance from organizations such as the Small Business Administration and the Minority Business Development Agency. These compliance requirements are mandated under 2 CFR 200.321 and apply to all contractors and subcontractors involved in the project.
