About this file

This is a Certification Regarding Lobbying Form associated with an Invitation for Bid issued by Letcher County Fiscal Court in Kentucky for asbestos abatement services. The form certifies that no federally appropriated funds have been or will be paid to influence federal officials or members of Congress in connection with this contract award. The contract opportunity involves qualified contractors licensed by the Division of Air Quality and accredited in Kentucky to conduct pre-demolition asbestos abatement and removal at a residential property acquired by Letcher County through a voluntary property buyout grant program. Specific details regarding project scope, quantities, response deadlines, site visits, bidder conferences, or contract terms are not contained within this certification document.

The certification document requires that if any non-federally appropriated funds are used for lobbying purposes, the contractor must submit Standard Form-LLL, Disclosure Form to Report Lobbying. The language of this certification must be included in all subaward documents at all tiers, and all subrecipients must certify and disclose accordingly. Contractors are subject to civil penalties ranging from $10,000 to $100,000 for failure to file the required certification, and the certification is governed by 31 U.S.C. Chapter 38 regarding Administrative Remedies for False Claims and Statements. No pricing information, set-asides, incumbent details, or specific funding amounts are detailed in this certification form.
